All RTO services are available online ( no need to catch Agent)Online Process:Before starting transfer process online, keep all the details of seller, buyer and vehicle details handy (like pan number, Aadhar number, address, engine number, chassis number, insurance details)1. Go to VAHAN 4.0 (Beta) , Select the state other than Delhi and add the vehicle registration number (i.e. MH1X99XX) and proceed.2. Go to Online Services >> Misc (Ownership transfer)3. Enter vehicle chassis number (last 5 digits) and mobile number to receive OTP4. After successful OTP verifcation it will navigate to ownership transfer form, fill all required details of seller, purchaser, and vehicle.5. Cross check the details and proceed further to payment page .6. Rs. 550/- is the fee for Car ownership transfer, it may differ for other type of vehicle7. Pay the fee online and it will generate Form 29, Form 30 and E-payment receipt (download all this forms, Form 29 requires two copies to be downloaded)8. Make signature of seller and buyer wherever mentioned on all of these forms.Considering vehicle belongs to same RTO, below documents are required_Signed Form 29, Form 30 and E-payment receiptId proof and Address proof of seller and buyer, if buyer does not have permanent address from Pune, he/she needs to provide registered rent agreement with police verification.Original RC document from sellerLatest PUC certificate from sellerPencil print of chassis(5 copies), you can find chassis number below driver seat.Insurance details copy from seller.One passport size photograph of buyer.Lastly visit RTO office along with all the mentioned documents and submit it.In next 4–7 days, your application of vehicle ownership transfer gets approved and transferred. (RTO will notify this through SMS).It will take 10 - 30 days for RC smart card to get delivered to your mentioned address.As RC smart card take time to get delivered, you can download your RC particulars online for Fee of 50Rs. (RC particulars is the document you can provide for insurance transfer and other vehicle related transactions also its valid document when you do not have the RC smart card)To downlaod RC particulars _1. Below that form it will ask to pay Rs. 50/-6. I applied today(25 April 2017) for a duplicate RC smart card in Koramangala RTO. There are a few changes in process from those mentioned in other answers. So, i thought I will write up the updated process.Step 1: File a police report onlineGo to http://bcp.gov.in/ and click on ‘Lost and found’ and register the lost report for your RC. Make sure you read the FAQ page on the website. It is very informative.There is no need to go to the police station. My online police report was accepted by the Koramangala RTO.Step 2: Get a B-extract from a Bangalore One centre.Visit any Bangalore one centre and ask for a B-extract(also called RC-extract). They will just ask for your registration number and charge Rs. 20. It is a piece of paper which contains information on your lost RC. Note your name, father’s name and address in the B-extract.There are several Bangalore one centres throughout Bangalore. There is one Bangalore one centre at NGV, Koramangala entrance. The centre inside BDA, Koramangala does not issue B-extract.I assume if you have a photocopy of your RC, this might not be needed. I did not have it.Step 3: Get your bike/car documents in order.If you don’t have insurance, apply for insurance. If you do, make sure it hasn’t expired or isn’t expiring soon.Have your driving license handy.Make sure you also have a PUC certificate. PUC tests can be done immediately at most petrol pumps for less than Rs. 100. Just take your vehicle there.Get a few passport size photographs handy.Make sure you have a ID proof like PAN card or Passport and make a few copies of it.Download Form 26 and fill it up. You can also get this in some shops in the RTO. On the right hand top, paste your photo even though there is no box for affixing a photo.Step 4: Visit the RTO/BDA and get documents readyThe whole process will take 3–4 hours. So, if you want to get all of it done in 1 day, reach early and on a weekday.Buy a postal stamp cover with stamp of Rs. 20. On the postal cover, put down your vehicle registration number on the top and the address on which the RC will be sent next and then your mobile number. Make sure, this address matches the one on the B-extract. The superintendent did not allow me to put a different address. He asked me to collect the RC from my old address. Time ~ 5 mins, Cost ~ Rs 30Get an affidavit done. This can be done in any of the shops near the RTO. They have templates ready for Duplicate RC. They will ask you certain details and then type the letter on a stamp paper and get it notarised. Take a photocopy of this affidavit and put it in the file. Time ~15 mins, Cost ~ Rs. 150Buy a tag file from a stationery shop where you can tie all the documents together. This is asked for by RTO officers. Punch the B-extract, Form 26, Affidavit, Police report, Your ID proof, insurance certificate, driving license, PUC certificate and the postal stamp cover and tie them inside the tag file. Write your vehicle registration number, name and purpose on the face of the file. Time ~5 mins, Cost ~ Rs 10.Step 5: Visit the real RTONow, armed with all the documents, neatly filed, visit the RTO. It is preferable to visit the same RTO in which your vehicle is registered. For ex: KA 01 is Koramangala RTO and KA 03 is Indiranagar RTO.Show your file to a superintendent there. If he asks you to change something, then do it. If you have done everything correctly so far, he will send you to an officer who will verify your ID and sign your form 26. Don’t forget to carry the original of the ID proof.Once you get his sign, visit the superintendent back, he will also sign and ask you to make payment. Go to the cash counter and show them the file. Charges for duplicate RC was Rs. 350 today. You will get two payment receipts. Put the red payment receipt inside the tag file and submit the file in the RTO. He will give you an acknowledgement slip. Collect that.Step 6: Pray that everything is fine and you will get the RC within 30 daysNote: If you have a loan, a few things will change. Adapt the process to account for that.Update(1 Jul 2017): Did not receive the RC even after 65 days. So, paid a visit to Koramangala RTO with the acknowledgement slip. They checked and said they have the RC ready and will be dispatching them on Monday. Fingers crossed again!Update(6 Jul 2017): RC was delivered to my old address. Finally!

Yes, now you just need to carry a soft copy of your driving license every time you step out of your home.From September 7, 2016 Indian Government has allowed a digital locker app that will help you to store your driving license and vehicle registration certificate on the cloud (well, it doesn’t restrict itself to only this). When any traffic policeman asks for your driving license, just show them this copy, rest assured.For using this, you need to have your current mobile number registered with your Aadhaar number. This is done to secure all your important documents. If you don’t have, then you have to update it at the nearest Aadhaar Centre.
