Especially in this case.Now if we look at modal verbs in English, “can” and “could” are modal verbs that are either used to express ability or request to do something. So the expression “could leave” is a very polite request. However, this modal verb usage does not imply any necessity or obligation.Now if the secretary used modal verbs like “should” or “must”, it would have been a different story because these verbs denote imposition and obligation.So look like our dear secretary was being very polite and did not want non-Hindi speakers to undergo trauma.So my brief linguistic forensics tells me that we are making much ado about nothing here. It is of course possible the secretary has no clue about modal verbs and used the wrong one, “could” instead of “must”. It is very much possible and based on history more than likely.
