Optionally, the PIC can fax some of the information to the TRC prior to making the telephone call (but they still must call). The CBSA officer at the TRC will ask the PIC for the following information:Aircraft registration, make and modelThe last airport of departureAirport of entry and FBO (where applicable)Estimated time of arrivalNames, dates of birth, citizenship, residency, passport numbers and expiry dates and visa information (where applicable) of all persons onboardPurpose of the trip for passengers (by default, on a private jet, the pilots and cabin crew will be deemed as unpaid business visitors), such as pleasure, unpaid business visitor, personal reasons, medical reasons, transit, work, or studyCustoms declaration - the CBSA officer at the TRC will ask if anyone is bringing firearms or weapons, commercial goods whether or not for resale, cannabis, alcohol or tobacco, food plant or animal products, and whether or not anyone has exceeded their customs duty-free allowancesIf cargo or commercial goods are declared (and the aircraft is not inbound to an exempt airport such as Kitchener-Waterloo International Airport), or if there are more than 15 persons aboard, the TRC officer will forward the call to the local CBSA office responsible for the airport of entry, who will take care of the remainder of the clearance process. Diplomatic and military flights (whether they are Canadian Forces or allied visiting forces) are also cleared by the local CBSA office responsible for the airport of entry.Once all information is collected, the CBSA officer at the TRC will advise the PIC to call the TRC if there are any changes to the passenger manifest or declarations, or if the aircraft’s estimated time of arrival is changing by more than 30 minutes, but otherwise, the PIC should call the TRC once they have blocked into the FBO to receive their clearance number.When blocked in at the FBO, only the PIC may leave the aircraft to use a landline phone to contact the TRC for a clearance number (alternatively, the PIC may contact the TRC by their personal mobile phone). If no secondary inspection is required, the PIC will receive their clearance number and everyone onboard is free to disembark. If a secondary inspection is required, the PIC will be advised to return to their aircraft and wait for local CBSA officers (not all airports of entry have CBSA officers stationed full time and CBSA officers are called out from a larger port of entry on an ad hoc basis). The local CBSA officers (at least 2) will board the aircraft, reopen primary inspection, then proceed with their secondary inspection activities, then provide the clearance number to the PIC once inspection is complete.Secondary inspections are requested by the CBSA officer at the TRC in the following circumstances:If the local port of entry responsible for the airport of entry has requested “100% referral” (all aircraft will be referred)Firearms or weapons are declaredCannabis products are declaredProhibited or restricted food, plant and animal products (other than catering) are declaredIf the aircraft is originating from outside the contiguous United States, Hawaii or AlaskaThere are persons aboard who require a passport stamp (all foreign passports except for US passports should be stamped)There is an immigration or customs lookout (including Canadian wants and warrants) match on one or more persons aboardFurther immigration processing is required, such as a work or study permitSelective referrals (if the CBSA officer at the TRC feels that the story does not add up and wants additional verification)Computer-generated random referrals (the computer will select 2% of travelers for a random referral)The local CBSA office can decline a referral in some circumstances such as a staff shortage or distance to the reporting site (for example, the CBSA office at Quebec City Airport is responsible for smaller ports as far as Sept Iles, which is 8 hours away by car), in which case the Superintendent (or a higher ranking CBSA officer) will provide their name and badge number for the CBSA officer at the TRC (this removes any responsibility from the TRC for the decline). During the second phone call, the TRC will then treat it as if no secondary inspection is required and issue a clearance number, although for travelers requiring a passport stamp, the PIC is advised to copy the clearance number onto (a) separate piece(s) of paper and place it into the passport(s) which would have required a stamp.If the travelers merely exceed their customs allowance, the TRC officer will offer to collect duties and taxes over the phone (via credit card). The B15 tax receipt will then be mailed to an address of the traveler’s choice.If firearms or weapons are declared and the local CBSA office has declined the referral, the TRC officer can issue the non-resident firearms permit over the phone, and will collect the $25 CAD administrative fee via credit card. The non-resident firearms permit will then be mailed to an address of the traveler’s choice. Alternatively, if the travelers have a valid possession/acquisition license, then no further action is required if the local CBSA office has declined the referral.Additionally, if all travelers aboard the aircraft possess either a CANPASS Private Aircraft or CANPASS Corporate Aircraft permit, or if at least one traveler has a CANPASS Corporate Aircraft permit and no more than 3 travelers aren’t in possession of either permit, then the plane can be precleared by the CBSA officer at the TRC during the first phone call and receive its report number. If there are no CBSA officers waiting for the aircraft upon its arrival (the aircraft is still subject to reinspection until its declared ETA) at the airport of entry, then the aircraft is treated as a domestic arrival and all passengers may disembark. Traveling on a CANPASS permit also opens up access to additional airports of entry (some of which are CANPASS-only at all times, while regular airports of entry that are not serviced by the CBSA on a 24/7 basis revert to CANPASS-only outside of normal business hours).
