What exactly is the problem with the Texan voter ID law?
I'm in Texas. I was a college student here, but I'm originally from New York. My NY ID expired, so I needed to get a new one in Texas. Seems simple enough, right?I couldn't do it.The first thing you have to prove is your identity. There are three ways an individual can verify his/her identity:Bring one item listed in the “Primary Identity Documents” category orBring two items listed in the “Secondary Identity Documents” category orBring one item listed in the “Secondary Identity Documents” category and two documents listed in the “Supporting Identity Documents” categoryThe primary documents areTexas driver license or Texas identification card not expired more than 2 years. Proof of citizenship will be required if not previously establishedNot from TexasUnexpired U.S. passport book or cardDidn't have a passport. Passports are very expensive, by the way…U.S. Certificate of Citizenship or Certificate of Naturalization (N-560, N-561, N-645, N-550, N-55G, N-570 or N-578)Born in the USUnexpired Department of Homeland Security or U.S. Citizenship and Immigration Services document with verifiable data and identifiable photo, such as one of the following:U.S. Citizen Identification Card (I-179 or I-197)Permanent Resident Card (I-551)Foreign passport with attached temporary I-551 (immigrant visa endorsed with ADIT stamp)Temporary Resident Identification Card (I-688)Employment Authorization Card (I-766)U.S. Travel Document (I-327 or I-571)Advance Parole Document (I-512 or I-512L)I-94 stamped Sec. 208 Asylee with photoI-94 stamped Sec. 207 Refugee with photoRefugee Travel Letter with photo, stamped by Customs and Border ProtectionAmerican Indian Card (I-872)Northern Mariana card (I-873)Foreign passport with attached visa and Form I-94None of these apply to anyone born in the USUnexpired U.S. military ID card for active duty, reserve or retired personnel with identifiable photoCivilianAs a civilian born in the US outside of Texas, I had none of these. In fact, any young, poor would-be voter will likely have none of these, even if they are born in Texas. How about two secondary documents?Original or certified copy of a birth certificate issued by a State Bureau of Vital Statistics or equivalent agency from a U.S. state, U.S. territory, the District of Columbia or a Canadian provinceNOTE: Because Puerto Rican statute provides that Puerto Rican birth certificates issued before July 1, 2010 are no longer valid, the Department cannot recognize these birth certificates as proof of identification or lawful presence. For more information please select the following link. http://prfaa.pr.gov/birthcertificatesnd2.aspFor U.S. citizens born abroad—Certificate of Report of Birth (DS-1350 or FS-545) or Consular Report of Birth (FS-240) issued by the U.S. Department of StateOriginal or certified copy of a court order with name and date of birth indicating a name and/or gender change from a U.S. state, U.S. territory, the District of Columbia or a Canadian provinceObviously no one is going to have both of the first two, since you can't be born both in and out of the US. You only have the third one if you've legally changed your name and/or gender, which I have not. The “two secondary documents” option is pretty insincere.I didn't actually have a copy of my birth certificate though, so that excludes me completely. It costs about $40 to get a copy of your birth certificate and takes weeks. For someone living paycheck-to-paycheck, that's not an option. But wait, there's more!I also had to prove residency. That requires two separate documents. Let's see how I did…Any of the following documents will be accepted to verify an individual’s Texas residency. The two documents provided must be issued by different companies or agencies. For example, an individual may not use a water bill and an electricity bill from the same company.NOTE: Remember, all documents presented must contain the individual’s name and Texas residential address.Current deed, mortgage, monthly mortgage statement, mortgage payment booklet or a residential rental/lease agreementYes, I have a lease agreement. That's one!Valid, unexpired Texas voter registration cardNo. New to the stateTexas motor vehicle registration or titleNo carTexas boat registration or titleNo boat eitherConcealed Handgun License (CHL) or License to Carry (LTC)No gun eitherUtility statement (including electric, water, natural gas, satellite TV, cable TV or noncellular phone bill) dated within 90 days of the date of applicationRenting a campus dorm. No grades yet.W-2 or 1099 tax form from the current tax yearFiled in NYMail from financial institutions; including checking, savings, investment account and credit card statements dated within 90 days of the date of applicationBroke college students don't get this kind of mail.Mail from a federal, state, county or city government agency, or a third-party representing a government agency dated within 90 days of the date of applicationNothing…Current automobile payment bookletNo carPre-printed paycheck or payment stub dated within 90 days of the date of applicationStudentCurrent documents issued by the U.S. military indicating residence addressCivilianDocument from the Texas Department of Criminal Justice indicating the applicant's recent release or paroleNo criminal record.Current Form DS2019, I-20 or a document issued by U.S. Citizenship and Immigration ServicesBorn in the USVeteran's Health Identification Card (VHIC)CivilianLetter of Texas residency issued by the Texas Juvenile Justice Department (TJJD)Still no criminal recordThat's it… I only had one of the two documents necessary. I had to wait until I went back to NY to get a new ID.If you are homeless, staying with friends/family, living in a shelter, couch surfing, etc… you have none of these and cannot get a Texas state ID.Some of the other acceptable forms of voter identification may be easier for certain individuals, but this is hardly a “minor hassle”.
What is the biggest scam you’ve ever seen?
25th June, 2017 : Jamnagar AirportI had an afternoon flight from Jamnagar to Mumbai. After reaching the airport a bit early, I thought about going to snacks bar and have something to drink. So, I bought Tropicana Mixed fruit juice (which cost Rs 20 in the market) from the snacks bar but oddly, the price quoted to me by the guy was Rs. 30, hearing which I was left astounded because as per my knowledge ,no one can sell any product above MRP and Consumer Protection Act, 2006 also states the same. What I noticed strange was that fake MRP sticker which was pasted upon the actual MRP (photos attached).I went through Google where I found out “Rule 18(5) of Legal Metrology (Packaged Commodities) Rules states that no wholesale dealer or retailer shall obliterate, smudge or alter the retail sale price indicated by the manufacturer or the packer or the importer.”Nevertheless, I didn’t argue much with the guy and bought it and was thinking where to report it to, as it is a serious matter and needs to be reported and brought to light to the higher authorities. One part of my mind said “Why should I get into it & waste my precious time and the other part of it was teaching me patriotism and my moral duties...:P ”Without further ado, I finally made a call to Airport Authority director and stated him the incident and gave him the complaint in writing, to which he assured me of necessary action towards the concerned employees/contractors who are doing such fraudulent activities at Airports.Just after 1 day, I received an appreciation call and mail from Airport authority Director that my complaint has been forwarded to the main office and such fraudulent things have been stopped at the Jamnagar Airport and concerned faulty employees have been given last warning and will be made to accept the mistake in writing. Also, he promised that the message will be spread to contractors/employees working at other Airports as well.Following is the letter sent by Aiport Authority director to the Concerned Contractor :Edit : Letter had to be removed due to Quora’s English usage policy.Moral : Stand up against wrong/immoral things going around you and definitely a change will take place sooner or later.Being ignorant towards these cheaters/scammers is the biggest weapon available to them.Suggestion : If such thing happens with you too at station or airports, do keep the receipt with you and complain to the respective higher management/Legal Metrology Department asap in writing/email.Legal Metrology Department(Weights and Measures) comes under Department of Consumer Affairs and acts strongly against such complaints. You can write an email to the Controller of Legal Metrology Department of your area (Link : http://consumeraffairs.nic.in/consumer/sites/default/files/userfiles/controllers.doc). If you aren't to find your concerned area Controller, you can call Toll free Customer Care Helpline (Department of Consumer Affairs) at 1800-11-4000 (Monday to Saturday ; Timings : 9: 30 am - 17:30 pm) for guidance. While mailing, you can also add Director of Legal Metrology department (email: [email protected]) and Consumer Affairs (email : [email protected]) in "cc" option of mail box, so that complaint comes within the domain of top authorities as well.P.S : While mailing the authorities, please do mention the following details :1. Describe the incident.2. Name and Address of concerned shop with street ,city and state.3. Product/Products that you bought.4. Actual MRP of the product/products.5. Actual amount you paid.6. Attach the Bill Receipt/Photographs/evidence (if any).Note : For information of all, Selling products above MRP is a punishable offence under Section 36 of Legal Metrology Act ,which clearly states that anyone caught selling, distributing or delivering any pre-packaged commodity that does not conform to the declarations on the package shall be punished with fine up to Rs 25,000 for the first offence which can increase to Rs 50,000 for second offence and subsequent offences can attract a fine of up to Rs 1 lakh or imprisonment for one year or both.Following are some news pieces which everyone should go through :Government warns of fine, jail term for selling water, cold drinks above MRP - Times of IndiaJail terms and fines on the cards for Indian MRP 'cheats'Edit :After feeling that there are various guys/girls like me who are facing similar situations in their daily life, I have tried to accumulate most of the information by browsing various government sites and wrote it in a newly created FB page India against MRP frauds as currently, I was’t able to find any particular page or blog pertaining to MRP Frauds in specific. It will be useful for everyone as anyone can share information, queries and their experiences.Today is a big day as our Consumer Affairs Minister, Mr. Ram Vilas Paswan has issued strict directives to the manufacturers/companies that they can’t declare and print dual MRP’s on the same/identical products(from 1st Jan,18) which is part of changes done in Legal Metrology (Packaged Commodities) Rules,2011. A big and bold step towards ending this ongoing rampant corruption....!I hope soon the MRP will mean Maximum retail price instead of Manmaana(Arbitrary) Retail price…!Final Edit : Thanks Pavan Sir for posting the article in The logical Indian page and spreading the awareness to wider audience.Voice Of Consumer: It Was A Fake MRP Sticker; I Realised I Was Being Overcharged For The Product At The Airporthttp://toptea.in/2017/07/04/voice-of-consumer-it-was-a-fake-mrp-sticker-i-realised-i-was-being-overcharged-for-the-product-at-the-airport/Mahatma Gandhi once said : “Be the change you want to see in the world.”Nikhil Dhir
What would your opinion be if someone were to ask you if voter ID cards were necessary?
I think it would be highly desirable for the US Federal Government to supply, free of charge, to every US citizen age 17 or greater an ID with their photograph, name, signature, prior legal name (if there is one), birth date, an alphanumeric sequence unique to that individual and unrelated to and distinct from their Social Security or Driver’s License number, date of eligibility to vote, and a sophisticated bar code that, with a quick electronic scan, can be used to reference a database to instantly verify whether the card is still valid. They can be taken from convicted felons and destroyed when the felons lose their right to vote, and should be automatically issued to all citizens on their 17th birthday and to felons and exonerated prisoners expected to regain their voting rights within one year from the date of the ID is issued. Citizens who renounce their citizenship should destroy their voter card. When it is time to vote, people at the polls can provide this ID to poll workers that can compare the holder’s appearance to the photo, their signature to the signature on the card, and the current date to the voter eligibility date. Then they can scan the card with an electronic device with a red light on it, receiving within seconds from an electronic network of voter registration information an indication of whether there is any reason to doubt the continuing validity of the card. Such information as felony convictions eliminating voting rights or an end of parole restoring voting rights should be included in this instant check, as should the residency address at time of voter registration and a record of times the voter card has been scanned by poll workers. When finding no reason to question eligibility, a paper ballot and a privacy envelope with their alphanumeric code is provided to the now-verified voter, who then votes on that ballot in a private booth. The ballot is placed in the privacy envelope and then in the ballot box in such a way that no one but the voter sees how they voted. If the network is down for any reason, the ID is to be presumed valid. When the card is scanned by a poll worker, a record is added to the electronic voter registration files as an indication that voting has taken place at that place and time. If after their card is scanned an eligible voter does not vote for any reason, the poll worker is obligated to report to the voter registration database that no vote took place. A second scan of the card without such a report will indicate that the voter has already voted and is not eligible to do so again, which message the poll worker will relay to the voter, saying something like, “This says you already voted” and the place and time. An otherwise eligible voter who insists that the record of them already voting is in error can use a provisional ballot according to the existing provisional ballot system. This system already ensures voter eligibility is verified and prevents multiple voting, but does not verify address. People can register their address of primary residence when they register to vote, or update that voter registration address at any time via voter registration websites, and their registration address as pulled up when their ID is scanned is proof enough of residency. For mail-in ballots, the receipt of the mail-in ballot from the same address it was mailed out to is sufficient. For in-person voting, any ID with the voter’s name and address, or any piece of mail with the voter’s name and address and a postmark on it, or any residence-specific utility bill (such as electrical, water, or sewer), or the vouching of an acquaintance who is already verified to reside in the same precinct should each individually be considered proof enough. For voters who describe themselves as homeless, the polling location’s address shall be given as the voter’s address for the purposes of determining what precinct the voter falls into. For voters in small towns or on reservations where all mailing addresses are PO Boxes, the address of the post office where the PO Boxes are located is to be used for all voting purposes and shall be all that is necessary to verify residency. For voters with multiple residency addresses, proof of address can be considered identical to proof of primary residency at that address. The three essentials of this policy are:Everyone should have voter ID. These IDs are obtainable and replaceable by all citizens with a minimum of hassle and absolutely free of charge, and is useable only by that particular individual. This ID ensures that voting can take place. It is to be valid voter ID in all 50 states, and in all the rest of US jurisdiction. It supplements but does not replace state-issued or military-issued photo IDs, or other IDs valid under state election law. One providing their national voter ID to a poll worker cannot be prevented from casting a ballot (though can be required to use a provisional ballot in cases of material evidence of ineligibility to vote). This voter ID is independent of the individual’s address. Moving, becoming homeless, or obtaining additional residences will not require getting a new ID. The only reasons to get a new ID are to update the photo, if you change your legal name, or to replace a lost, damaged, or stolen ID.I think this program addresses the issues of ensuring voter eligibility to the underpriviledged and strongly securing elections both at once.
