In the grand scheme on the Continent, it led to the Counter-Enlightenment, a reactionary swing against the Enlightenment liberalism that had informed the founding of the United States.While Americans were enjoying their new freedoms and even fighting a war to extend the franchise, Europe was in agitation with several modes of governing contending—liberal, socialist, monarchist and imperialist.It was Otto von Bismarck, a thorough-going monarchist, who merged all the contending ideas into one new package—sometimes referred to as the high modern state. Charged as he was with uniting the various German principalities under the Kaiser’s rule and noting that the people were powerfully under the sway of liberal and socialist appeals, Bismarck simply co-opted the programs of the liberals and socialists, implementing them in the name of Kaiser Wilhelm.The effort resulted in three major wars beginning with the Franco-Prussian War, which resulted from French apprehension over growing German power, World War I, which resulted largely from nationalistic pressures on waning European empires, and World War II, which resulted from the competition between the emergent forms of the high-modern state.The High Modern StateThe high modern state depends on a monopoly of violent and coercive power. It further is characterized by the education and health care sectors being brought under state control. The people are construed as subjects rather than empowered citizens as in a republic, and so owe duties to the government (such as compulsory military service) and receive positive rights (privileges) in return (though not guaranteed as negative rights are). The public, private and civic sectors are under effective state control by means of regulation, taxation and ultimately a large nomenklatura backed by an extensive bureaucracy.Redistribution, or welfare, programs are employed to insure state control. These owe, yes, to Bismarck’s willingness to co-opt the redistribution programs desired by the SPD (or social democratic party). But they owe as much to the colonial experience of seeing the surprisingly shattering effect that benevolent programs often had on native populations, leading to inert and dysfunctional modes of living cut off from the social structures that formerly provided the social vitality.To be sure, the high modern state is not socialist, certainly not within the scope of Marx’s vision of an anti-authoritarian and egalitarian society. As Marx scathingly wrote in reply to the SPD willingly falling for the state authority of Bismarck, this would inevitably lead to a permanent dictatorship of the bourgeoisie rather than a temporary one of the proletariat as required for Marxian socialism. Rather than produce egalitarian socialism, Marx claimed, it would necessarily produce a permanent underclass as a necessity for propping up the bourgeois elite.The three forms of high modernism that emerged were social democracy, communism and fascism, the three that warred against each other in World War II, and, following the end of fascism, in the Cold War. While all three vocally maintained their status as socialist states, they had vaulted from the far left alongside Marx to some of the most far-right authoritarian states the world has ever seen. None has ever achieved anything like an egalitarian society; indeed, Marx’s prediction of the necessity of a permanent underclass appears to be right on target.The troubling features of high modernism derive, for the most part, from its claim to speak about the improvement of the human condition with the authority of scientific knowledge and its tendency to disallow other competing sources of judgment…. Progressivism arrived here beginning soon after the unification of Germany in 1871. Given that Germany universities alone were then offering the prestigious doctorate of philosophy degrees, Germany was filled with intellectuals who wrote their learned societies back home in praise of developments in Germany. The appeal to intellectuals and politicians could not be more obvious—the system would embrace and reward their elite status in a way that republicanism did not.Amusingly, programs such as minimum wage that were employed early in the Progressive Era as a way to discourage the employment of “undesirables” are now offered as a means of bringing about greater equality! But the republicanism demanded by our Constitution has stood as a bulwark against the high modern state (sometimes referred to here in the US as “The Blue Model”). For one thing, it’s hard to gain a monopoly on coercion and violence in a society in which gun ownership is a right. Why would sovereign citizens wish to give up their freedoms and become dutiful subjects?As Jefferson pointed out, with control of the purse, politicians can work their inducements. Find a program for more than half of the public, and “something for nothing” does its work from there. Even ardent anti-statists, once receiving a rent, will temper their criticism of the welfare state. Indeed, politics in the high modern state is all about rent-seeking, that is purchasing favors of the sort only government can provide. In a republic, politicians are paid to work on our behalf as our public servants. In the high modern state, it’s quite hard to get the wheels of government to work on your behalf… if you don’t grease them.Almost every claim of progressives of the problems in our society—greed, racism, sexism, violence, hate speech, what have you—stands as a rationalization for increased public intrusion into private life. We are not to be free to pursue our own happiness; it might bum someone else out. Better if we get with the politically approved program. They simply will not be happy little statists until we all fall in line with their “scientific” notions of how the world works, park our kids butts in their compulsory schools based on the Prussian Volksschule intended to produce “good little Germans” and wait patiently in the doctor’s office they choose for us.From 1999 through 2005, the USDA [Department of Agriculture] “paid $1.1 billion in farm payments in the names of 172,801 deceased individuals.... 40 percent went to those who had been dead for three or more years, and 19 percent of those dead for seven or more years.” One dead farmer got more than $400,000 during those years.—John Stossel, “Dead Men Farming,” quoting a General Accounting Office (GAO)report, The Freeman, November 2007, p.37.So, does the welfare state really produce poverty? Yes, several ways. The quote above points to a not insignificant one—bureaucratic blundering. As Karl Popper asserted, it is impossible for the ruling elite in Closed Societies (as he labeled high modernism) to obtain a sufficient flow of information to make accurate decisions. Most bureaucracies achieve clownish levels of inefficiency.Many social critics, from Marx to Belloc to many more, have pointed to the inevitability of poverty resulting from welfare programs. But that is problematic here in the US where progressives have not been able to shut down the productive economy. As one example, in the 1970 census following passage of the War on Poverty, 84 percent of those Americans in the middle quintile, the heart of the middle class, owned a refrigerator. In the most recent census, 99 percent of the lowest quintile own a refrigerator. We’ve clearly come a long way. So why do we have more people than ever on welfare?Answer: Congress changed the definition of poverty from an absolute one to a relative one so that something like twelve to fourteen percent of Americans would always qualify for welfare benefits (and Obama phones). Recall that when the Gingrich Congress got Bill Clinton to go along with ending “welfare as we know it,” the economy surged, and the feared rampant homelessness never occurred. To some degree, for which you will never find a government study, welfare traps some people in poverty. That is in addition to the unavoidable welfare cliffs that mean someone on welfare at X income is effectively as well off as someone at 2X or even 3.5X that amount of income and so has no incentive to seek greater employment.But, in my estimation, the direct trapping effect of welfare is not as pernicious as is the diversion of money from productive uses to unproductive ones. There is a reason we’ve had pathetic job growth and national economic growth during the Obama years that did not even keep up with growth of the workforce—on top of creating massive business uncertainty, this administration shunted money into unproductive uses on a massive scale, starving productive usage.That problem too, severe as it is, pales in comparison to our growth of the public sector. We now have 30 million worker paid from taxes out of a total workforce of roughly 150 million workers. That’s a ridiculous one worker paid out of taxes to every four workers not paid out of taxes! Further, over the last eight years, compensation for public workers has grown 16 percent, far in excess of the growth for workers in the private sector. From 1960, when public-sector unions first came into being to today, public workers went from making 80 percent of the salary of a private worker (in return for greater job security) to more than 160 percent (still with the job security), and that does not even include pensions and other extras.Given that total taxes year-in, year-out amount to right at 40 percent of income, at 160 percent of the compensation of private workers, the taxes of four taxpayers are needed to pay each public worker. But that’s all there is! Four to one! And that is absolutely unsustainable and is the reason for our spiraling debt. The high modern state takes care of its loyalists as a first order of business! And that spiraling debt in turn represents its own drag on the economy as transfer from the young (even the unborn) to the old (especially old politicians and their loyal bureaucrats).The wide corruption and diminishment of our rights under the high modern state stand as yet another form of impoverishment. Let us hope we can take advantage of the Trump presidency to start rolling back the predations of the high modern state here in the US. It is past time to rid ourselves of the false and absurd Prussian model and return to our own vigorous American model.So, how should welfare be handled in our republican form of government? Would a capitalist economy benefit from the encouragement of charity?
