Airlines have approved minimum equipment lists, one for each type of aircraft they operate, that are typically provided by the manufacturer of the aircraft based on the regulatory approval of the planes. The minimum equipment list, or MEL, specifies exactly what systems must be available and working in order for a flight to be lawfully dispatched. Other items that are not critical to the safety of flight may permit dispatch and only require a log entry.Some items, if broken, can be mitigated by redundant systems, a manual inspection or alternate means of accomplishing whatever it is that isn't working. For example, the B747-8 above has triple redundant autopilots and regulations allow it to take off with only two of the three operable if the weather at the destination doesn't require the use of the autopilot. Note that even though this master MEL allows it, some airlines operate more strictly and might choose to require all three be functional at all times. It used to be that one could measure the fuel level by dip sticking the tanks if one of several redundant fuel measurement systems wasn't working right. After Air Canada 143 ran out of fuel over Winnipeg (Gimli Glider), that was added to the MEL and it is no longer lawful to depart without fully operational fuel systems.I was aboard a 737-NG once on a flight in Canada and overheard a discussion with the company on a separate frequency to determine whether they could legally dispatch from the next airport with a broken coffee pot -- in other words, was the coffee pot on the MEL? The answer came back that it was not on the MEL, so the airplane was turned at the next airport without replacing the coffee pot. It was logged, though, and when the airplane got back to it's home base the pot was replaced.The MEL applies to safety equipment in the cabin as well, like oxygen generators and seat belts. If a seat is missing one of those, the seat must be placarded (marked) "DO NOT OCCUPY," a log entry must be made, and then the flight can dispatch with an empty seat.This is one reason why departure delays are so unpredictable in the event something isn't working perfectly. A determination has to be made as to whether the fault is on the MEL; if so, a repair has to be scheduled with replacement parts that may or may not be available depending on what is wrong.Checklists are used to validate each item on the MEL prior to departure.
