The first time that a foreign service officer will review your application for a visa will be at the time of your appointment. There is no “pre-review” of applications by anyone in the Foreign Service. It is possible that some elements of your application have been reviewed by other officials of the United States government (specifically, your biometric data will have been processed by computer systems, which will generate a report that will be part of your application file, and if that processing triggered any alerts, a specialist in reviewing such alerts may have manually reviewed your application), but the results of all such reviews will not be examined by anyone who is empowered to make a determination of whether your application will be approved or refused until the consular officer opens your casefile at the time of your interview. Even the determination as to whether your application is complete is made by the consular officer at the interview. It is the responsibility of the applicant to submit a complete application and to bring all necessary documents to the interview.Also, to address some other issues in another answer: nobody in the Foreign Service will, at any time, confer with anyone at USCIS about a visa application. This is expressly forbidden by the Foreign Affairs Manual (consular officers are not permitted to discuss individual petitions with anyone at DHS). If an applicant files for a visa which has, as a requirement, a prior petition approved by USCIS, the visa officer will simply inspect the consular computer system to see if an approved petition of the appropriate class naming the applicant as beneficiary has been lodged with the National Visa Center. If there is such a petition, the officer will review that petition and ask the applicant whatever questions are needed for the officer to be convinced that the petition applies to them and that the facts underlying the petition are actually true. If the consular officer is unconvinced that the petition is predicated on true statements regarding the beneficiary, the consular officer is directed by policy to refuse the visa and return the petition to USCIS for reconsideration. At no time will the consular officer meet and confer with anyone at USCIS regarding the petition. If there is no appropriate petition on file, the visa application will simply be refused, under § 227(g).
