If you are using sbi internet banking then you can apply online following are steps :Login to you net bankingGo to e-ServicesAt left side slider choose ATM Card ServicesSelect your desire option like Request ATM/Debit cardValidate it by otp or profile passwordSelect primary account fill name on the cardAccept t&c then submit.On next screen it will confirm your address which can not be change online. For this you will have to go your home branch.Then you will see congratulation message . But if your PAN card is not added with the account then you can not apply for debit card online .For this you can now do this through onlineSBI itself. Go to Profile > PAN registration.

He told me so many issues for (not) delivering the PAN card and asked me to collect the PAN from the post office (situated 7 km from my home) along with so many documents. I had to disclose my identity and show my ID card to persuade him to give the PAN card to me at home.The government officials, including the people working with government departments, are so much addicted to bribes that they would not do anything without bribe.It is, therefore, better than you don’t have to deal with any government department physically to avoid corruption.Let us now discuss the scheme floated by Delhi Government.According to the plan, Mobile Sahayaks (facilitators) will be hired through the agency that would set up call centres.Various certificates such as caste, new water connection, income, driving licence, ration card, domicile, marriage registration, duplicate RC and change of address in RC, among others, will be covered under the scheme.If a person wants to apply for driving licence, he or she would have to call a designated call centre and give the details. Thereafter, the agency would assign a Mobile Sahayak, who will visit the applicant’s residence and get the required details and documents.The applicant will have to visit the MLO office once for a driving test.[1]I don’t see any need for getting the physical copies of the details and documents.Why can’t the government allow uploading of the copy of the documents online through mobile or computer?Why can’t government allow downloading of all statuary documents from your own home. This is already done in case of GST Registration and even in case of Aadhar.Why can’t government outsource the job of driving tests to private agencies and each driving test being monitored and captured by CCTV?The real corruption takes place by rejecting you on the driving test.It would be impossible to monitor corruption when thousands of private Mobile sahayak would be engaged for this purpose.The worst thing is that Prevention of Corruption Act would not be applicable to them since they would not be government employees at all.Hence, in all likelihood, they would act as official broker of the corrupt government officers and collect illegal money from the citizens..Even if they are caught by police/CBI, you can never prove that they are collecting money on behalf of the government officers.I, therefore, think that the door-to-doors scheme is a bad scheme and it is going to increase corruption rather than reducing it.Footnotes[1] Kejriwal announces doorstep delivery of services from September 10
