What did healthcare.gov cost? It cost us… money, but so much more.The year was 2013. It had been, by all accounts, a good year:North Korea had tested a few nuclear bombs, but — surprisingly — not started any nuclear warsThe Vatican got a new Pope. He was a bit of a hippie. People liked him.There was a really awesome meteor explosion in Russia. Unlike most cool things that happen in Russia, nobody even died.Riding on this high of good fortune, our nation prepared for the rollout of healthcare.gov, the premier platform by which citizens could enroll in ACA / PPCA / Obamacare plans, through which they could obtain healthcare and not die every time they accidentally stepped on a fork.Healthcare.gov was long in the making. The gears of government procurement had turned, churned, and congealed a plan, a design for a website so robust, Americans would be insured before they knew what hit them.We truly pulled out the stops on this one. The pork flowed like beer, the beer flowed like honey, and the honey was so sweet that every IT contractor from DC to Seattle lost three toes to diabetes. We’re talking :$94 million initially allocated$292 by the time the website was due to launch$500 million, by the time you dot the IV’s and cross the thermometersOctober 1 — the start of open enrollment — we were Good To Go. Raring to get insured. Hopping to enroll. The gates opened, and the sick masses scrambled to plug in their PII and get matched to their lucky sweetheart insurance provider.healthcare.gov did not work.Back in High School, when students talked of “failing a class”, most frequently they meant, they hit an 82/100 — a B-. A failure to hold to their own standards, but still a simple majority of the points.Those who failed — truly truly failed — got a 52/100. Perhaps a 45. These students failed hard. They were asked questions like:“Are you awake?”“Were you dropped as a child?”“If I poke you with my pen, are you able to respond to stimuli?”If healthcare.gov, out of the gate, was a high school student, it would not score an F: it would score a home visit by Child Protective Services, with a 1.83%:tests done by contractors 1 day before the launch date revealed that the site became too slow with only 1,100 simultaneous users, nowhere near even the 50,000-60,000 expected.Americans were, simply put, not able to use the website. And even those who had clicked “submit” at the right time and won the golden ticket to Willy Wonka’s Bronze Tier Family Plan had actually submitted applications of utter gibberish:Perhaps the largest issue he faces, as he acknowledged in the call, are the error-riddled reports given to insurers, often messing up basic details such as an individual's gender.To make things worse — so much worse — the deadline for open enrollment was December 23. For those who are not American: open-enrollment is the period during which Americans are allowed to sign up for health insurance, absent a Qualifying Event (such as: dying). Those who do not obtain insurance during the window are allowed fallback options such as (1) complaining and (2) bleeding.Federal contractors were left with 83 days to utterly rebuild healthcare.gov. This was challenging, because 83 days, being less than a fiscal quarter, is smaller than than the Planck constant of government IT contracting. Try as they might, CGI Group — the lead contractor — simply could not actualize and synergize a formulated plan to remedy the deficiencies of the deliverable artifacts in the customer-requested change window.They also, notably, were unable to write code.To dig themselves out of this self-inflicted pit of doom, the IT contractors turned to — I am not making this up — a volunteer brigade of tech employees from Google, Apple, Microsoft, and other companies which Actually Delivered Working Software.This labor was not paid (admittedly, their FAANG employers usually kept paying the volunteers, because “the country collapsing into a post-apocalyptic hellscape” was bad for their market cap).By hook, crook, vim, emacs and tears, this Frankensteinian team of ambiguously-self-aware government IT contractors and enthusiastic tech volunteers managed to completely rebuild and launch healthcare.gov. The vast majority of Americans were able to sign up for healthcare in time to appease the open enrollment gods.America trudged on for another year, grumpily insured, and we quickly did our best to shove this sorry saga to the back of the fridge so visitors don’t accidentally eat the fuzzy, moldy guacamole of our healthcare.What was the true cost of healthcare.gov? Was it the initial $292 million estimate? Was it the $1.7 billion the OIG later estimated?No. Coins we can mint. Dollars we can print.The true cost to our nation — the cost we can never inflate away — was our dignity.
