The day paying a fine becomes easier than paying a bribe, India will become corruption free.Let me narrate an incident that I experienced today.Before that, a little background - I own a bike (Avenger 220 DTS-i - Bajaj Auto) that I had bought from a close friend, who is not at all a bike person, but had bought it anyway just to realize one of his childhood whims (it's like you love to collect books, but can't bring yourself to read them!).Being single, living in a metro city, bikes are one of the preferred mode of transport, especially when you get a nearly virgin, brand new bike at 60 % of the original cost. Having paid the money, i went to the courts to get the necessary documents transferred in my name. Now, I belong to Nagpur, MH and living in Gurgaon, Haryana, so obviously all my id proofs and docs had my hometown addresses.Now here's the problem - the courts asked me to get not one, but two address proofs mentioning clearly my current address (and lease agreements won't work, no phone bills either.) To get a valid address proof, you need to have a permanent residence in the current city, which I did not have. Indian government provides a set of specific identity cards such as Passport, Voter ID, PAN, Driving License and now the UIN (Aadhar card) - all of which I seemed to possess, and none of which were acceptable for a simple task of transferring the bike papers to my name. Strange, ain't it. [I don't even understand the purpose of these ID cards when these are not acceptable in different States.]Well I did what I do best, didn't bother with the paper transfer, neither did my friend from whom I had bought the bike. There were other ways to get the transfer done, like paying an exorbitant bribe, and the likes that I chose to ignore.Coming back to present day, I was travelling with a friend and had just stopped on a red light. On the other side of the street were 6-7 traffic cops waiting to check the papers of all vehicles. I was stopped, asked for papers, some which I had, and the others I lacked because of the aforementioned reasons. Well, I was asked to pay a fine or my bike was to be confiscated. I agreed to pay the fine (Rupees 2100). I asked for a receipt which was refused to me and so I refused to pay the fine as I knew by instinct that this amount is sure to go into the traffic cop's retirement fund. I asked him for an alternate solution, he told me to leave my bike and license with him, and then get it released using the regular court procedures. Not a feasible idea! I paid him 100 bucks which he happily accepted and advised me to carry my papers next time. I just gave him a sour look and left.Now, coming back to the problem, who was wrong here, me? the cop? the court? the system?Well, I am guilty of course of laziness, of laziness to fight against a system at the beginning itself, to highlight the flaws, to fight tooth and nail and get it corrected once for all. I didn't bother, I usually don't, unless and until the threat is urgent or too blatant to ignore. In this case especially, when the one you are fighting against does not have a face or for that matter has too many faces. You will be running from one office to another without any hint of redressal of your problem. You waste your time, energy, will power, confidence and get nothing.The cops, they get away with such instances daily, this system was designed or engineered so that they could exploit it.The system - of course - uniformity is what a personal identification is meant for, and the purpose itself of carrying a universal id is defied if it fails to be recognized.I paid a bribe, because I did not want to pay a bribe at the beginning. I did not pay a bribe at the beginning because I did not think I needed to, as I had all my ids up and ready. Its a vicious cycle.Had there been a system where i could easily pay my fine, without my bike being confiscated, I would have done that. People talk about changing India, I dream of it too. I did not want to pay the bribe, I did, just to avoid a lot of hassles, going through which would mean nothing in the long run, or if it will, the meaning will get lost in the magnanimity of events that take place every second in a country like India.Well, i won't suggest to change the system - you can't undo a process that has been evolving into complexity for nearly 70 years in a day or a few days. You can definitely change the the things that are currently being added to the system for the better. Like having a user friendly system to pay fines!
