For the Gurkha force, I’m going to use the Royal Gurkha Rifles of the British Army as a template. It’s a regiment consisting of three battalions. The largest battalions tend to top anywhere between 500-800 troops in most armies, so I’m going to assume the same is true here. At most, that means there will be about 2,400 Gurkhas in play.The NYPD has 55,304 employees, though that figure is a bit misleading on its own. As of 2018, only 38,422 of those employees are sworn peace officers (i.e. authorized to carry firearms and make arrests). The rest are civilian and/or auxiliary support personnel. I’m not including the New York City Auxiliary Police in this tally because while they are empowered to make arrests and carry out a variety of policing roles, they aren’t trained in firearms use nor are they authorized to carry them. That means the Gurkhas are outnumbered at an approximate 16:1 ratio here. That’s not a situation any military force wants to find themselves in, even if the opposition are “only” civilian police.However, one must also consider that even the most poorly-armed Gurkha infantryman is going to be equipped with a select-fire rifle, body armor, and hand grenades. In an American policing context, a small group of moderately-coordinated active shooters with body armor, semi-automatic rifles, and pipe bombs is essentially a worst-case scenario — even for police paramilitary tactical units (think Beslan, Mumbai, or Paris). And Gurkha infantrymen are far better-trained and more experienced than your average radicalized would-be terrorist.What this means in practical terms is that the Gurkhas will be hitting well above their own weight class on a man-for-man basis. While an ESU officer (especially one in the vaunted Apprehension Tactical Team) and his compatriots might individually match up better, your average NYPD officers with a sidearms and soft body armor simply aren’t a realistic threat to a Gurkha rifle team who are used to throwing down with OPFOR employing crew-served weapons and IEDs against them on a regular basis. Though the NYPD has issued ballistic helmets and plate carriers to beat cops in recent years in the event they need to respond to an active shooter, this only helps so much. There is no “patrol rifle” program in place at the NYPD; typically only officers assigned to specialized units (Emergency Service Unit, Critical Response Command, Strategic Response Group) are issued rifles. We could get into the question of how many extra rifles the NYPD has sitting in their armories that could be handed out to beat cops, but we have no idea what those numbers are or how proficient they’d be with said rifles.The Gurkhas also take crew-served weapons for granted here, with mortars, grenade launchers, shoulder-fired anti-tank weapons, and belt-fed machine guns being readily available within their formations. Conversely, the NYPD has only a precious few anti-materiel rifles and possibly a couple of belt-fed weapons and/or hand grenades laying around for a rainy day scenario (the wonders of the 1033 program).The NYPD has more vehicles at their disposal, but thin-skinned civilian cars are of limited utility on a modern battlefield and even the Department’s armored response vehicles aren’t immune to the heavier weapons available to the Gurkhas. Same goes for the helicopters.It’s also worth at least addressing that a higher number of police officers are military veterans than in almost any other career field in the United States. I can’t imagine the NYPD are any different. I’m unable to find a concrete number on percentages of veterans relative to non-veterans in police forces, but most figures I’ve found point to somewhere between 17–33%. Could this help? While it’s certainly a bit of a boost, it’s not anything that would be a trump card. Not all of those veterans are ex-infantrymen who have multiple recent tours in Iraq and Afghanistan — those figures also include old-timers who did a few years as a Culinary Specialist in the peacetime Navy Reserve, after all.So after ranting like an absolute nerd about this fantasy scenario, my final verdict is… it depends. If this was the Gurkha Rifles invading New York City and the NYPD has any time at all to prepare, I could see the latter winning out through a long battle of urban attrition thanks to vastly superior numbers, logistics, homefield advantage, etc. They would sustain horrifically lopsided casualties in the process, however.On some generic open battlefield where the two are plopped down to face one another, the Gurkhas will have their work cut out for them due simply to numbers, but they can “win” so long as their supplies hold out. Literally everything else — equipment, doctrine, C3, TTPs, etc. — favors them and heavily at that. I could absolutely see them fighting a series of decisive engagements when and where they please against the NYPD, taking their “pound of flesh” each time before repositioning in order to avoid getting swamped by the brunt of the Department’s total strength (who will struggle to coordinate their forces in such an alien scenario). Picking them apart piecemeal, in other words.
