I was never afraid to find flaws in others systems as well. I remember when we were made to outsource our Payroll to a Center of Excellence within the Federal Government. See that is how they want it. Each agency was going to have a speciality and others would send work to them. So, there were several to choose from and we chose Department of Interior. So, I was in charge of making sure the interface would be established and the transactions would record correctly.There was a huge debate with A-123 (Sarbanes/Oxley) for private sector of who is responsible for Accounts Receivables when it comes to payroll. I quickly said it has to be H/R. They said no you guys are the ones who send out the invoices so it is Accounting they said. But this is where I had to learn exactly what they did and why an employee would owe a debt in the first place. How it could be possible to owe it for so long too…. Usually in private sector if I overpay you this week you can be assured you are going to pay it all back next week. But in government there are actual laws that won’t allow that for time and attendance. So in all actuality we need to adjust the receivable by this amount.But, you see NASA used DOI too. I found out later because I found this right away. I looked real close at these Receivables and saw the Receivables Came in with a 50I. So if an adjustment is made where is my Negative 50I. It took me hours of staring because the manual had the code… But my system did not. I would see these 61C’s which were payments but they were not on my bank statement or payroll disbursement? Then it sank in they changed my negative 50I’s to 61C’s and manually adjusted my payroll summary report. It was a good thing I reconciled both the Bank Statements and Payroll and A/R.Because now I had another issue. You have me totally reporting this wrong on a Treasury Report on Receivables. We wrote requirements for all those transaction codes and whether they went to New Receivables, Payments, Adjustments.So then Department of Interior brings all of their customers together to talk about how the new payroll process reporting is working. What concerns we might have and new and upcoming changes they were going to be bringing. There were so big players there Department of Transportation, NASA, Department of Commerce, us. So I said can you tell me why you are sending over adjustments to receivable transactions as collections? Because I hope for those in here you did not program your A/R reporting based off the DOI pay codes because if you did your TROR reports are mis-stated. For us it was not material but, our payroll was only 14 million a month. So for an agency like DOT it was over 50 rolled up.Apparently, NASA said they were unable to process a negative 50I so DOI made the change for them. So, I said you did this without vetting it thru. Then I walked them thru the G/L accounts and it was hitting the wrong Budgetary Accounts too.I was proud because Transportation gave their card after that and I went on an interview. I thought they had a position in mind for me but, their Branch Chief that was there had me meet with their Deputy CFO and they asked what things I liked to do. Then they brought their Department Heads in and they were pitching me why I would want to work for their departments. That was the first time I had ever been approached like that. I did not leave and work for them but I would never pass up and opportunity.I only use this example because that is the type of Accountant I am. I will know how it is supposed to work, how it does work, and does it actually work?But as for Accounting owning all Receivables. They might be the ones whom bill them but it is one behalf of the program they belong to. For this it was H/R. If an employee leaves and then we send out a manual bill saying they owe still 100.00 for Leave, I could only say that. It would only be H/R who would have the paperwork associated with the change. When writing the A-123 business process I made sure H/R had their piece for writing A/R on Payroll and that it was documented they were the owners. I wrote the billing section and the two went together but, oh no was I signing off on that mess. I was just thankful it was so small.
