I was stationed on a Coast Guard Cutter In Sitka, Alaska. One young seaman apprentice who was a very likable outspoken person told me something that I thought was quite unique about himself.He joined the Coast Guard, which only had 33,000 members back then, IN THE STATE of MONTANA.Where do you suppose there are any Coast Guard Cutters or C.G. Stations in Montana? Did the Coast Guard even have a recruitment center in the coast-remote state or did he have to travel to another state to enlist?P.S. We later after serving on other vessels, stateside happened to serve in Squadron ONE in Viet Nam. We were double volunteers.

He meant that Germany, with its highly educated, disciplined workforce, advanced economy & the respect it receives in the wider world, nevertheless lacks the scale to be a global power in the post-colonial era, and also lacks the will to grow into this role.Germany, at 357,000 sq. km, is roughly the size of the U.S. state of Montana, with 80 times the population.If scale is required to compete with the U.S. & China, then the European Union, which acts as a “force multiplier” for its member states, is the best chance Germany has to be a world power. For comparison, American global geopolitical influence is built largely on its network of alliances, which allow them to not only forward position troops near global hot spots but to assemble coalitions of like-minded countries to deal with common threats. It’s not hard to imagine Germany establishing such influence through the E.U. Germany does play a huge role within the EU, especially when money for bailouts is involved.The problem with the EU is that it is practically impossible to get the entire bloc to act in a coordinated matter, since the nation states within it often have divergent interests that clash. European countries have very different ideas on how to deal with Russia, the U.S., refugees, economic crises, etc. In addition, greater economic & population size does not translate into greater control or influence. For example, Berlin contributes over 20% of the funds for the European Central Bank, but has roughly the same influence over the banks governance as Malta, which contributes 0.09%Why Germany Will Never Be Europe’s Leader*EDIT May 6, 2020* To add yet another shocking example of Europe punching itself in the face, this week Germany’s Constitutional Court ruled that the European Central Bank has 3-months to prove that its bond-buying program, known as PSPP, Europe’s version of quantitative easing, is “proportionate” i.e. that the program is within the mandate of the Bank’s authority. What does this mean? If the ECB fails to prove that it is allowed to buy government bonds from countries like Italy & Greece, then Germany will not be allowed to participate in the program. This could spell disaster for Italy & Greece because they largely finance their governments through selling bonds to the ECB at low rates. If they tried to sell their bonds on the open market, they would be forced to pay much higher rates of interest, forcing them to raise taxes, cut services, or both. As the world enters a recession, this is the last thing these countries need.German court says the European Central Bank now needs to prove its bond buying is neededSo in a nutshell, the problem with the EU is not that it is authoritarian, but that it is too decentralized for quick, bold and decisive action, like the Holy Roman Empire or the United States under its first constitution, the Articles of Confederation. As the saying goes, there are “too many cooks in the kitchen".Another example of a design flaw baked into the EU is that the ratification of treaties requires unanimous decision among member states. In 2005 the member states signed the Treaty for a “European Constitution”, after which referendums were held in several states. The treaty was ratified by 18 of 25 member states but then defeated by “NO” votes in referendums in the Netherlands & France. The member states then had to make the proposed changes through the back door of amending the EU’s existing treaties. This clusterf*ck is an example of European decision-making when big challenges present themselves.Bickering breaks out any time Europe faces a crisis; examples include the Greek debt crisis, the 2015 refugee crisis, and the current battle over the idea of issuing “coronabonds” to help Italy during the Covid-19 pandemic. Spain, France & others are in favor of this idea, the Netherlands & Germany are not. So nothing happens, and the EU continues to muddle through as it always does.Cultural factors within Germany come into play, too. Germans are highly suspicious of the military (which feeds into German anti-Americanism) and who can blame them, given their history. This keeps German politicians from allocating money for military modernization and expanding the global role of the Bundeswehr. Taking on that role would dramatically increase German influence globally, but with great power comes great responsibility, and this is not something most Germans want, at least not when it comes to putting large numbers of boots on the ground in faraway countries.So Germany is hamstrung by the EU’s design flaws, and the Germans have no appetite for military intervention. Germany is happy with the situation it has now: making money, living comfortably, donating foreign aid and letting the Americans be the ones to get their hands dirty when force is required.
