I do think that many people can learn to be a capable software developer without a formal education in Software Engineering (or a similar field, such as Computer Science or Computer Engineering), the rampant use of the title in positions that don't have an impact on public heath and safety or where the mathematical, scientific, and engineering underpinnings aren't required diminishes the perceived value of a formal degree and university education (at both the undergraduate and graduate levels) in the field.
