There are 45 states plus the District of Columbia that have a state level sales tax. Sales tax is sourced to the “ship to” state not the “bill to” state. Once a seller is registered to collect sales tax in a state they must collect sales tax on every transaction delivered in that state or collect an exemption/resale certificate acceptable to the state in lieu of collecting the sales tax.If a retailer does not otherwise have nexus in a ship to state, a typical drop shipped sale will not create an obligation to collect tax. However collecting tax and paying tax are two separate issues.If the supplier has nexus in the ship to state they must collect either the sales tax or a certificate in lieu of the sales tax. When asked to pay sales tax it does not matter if you have nexus. Sales tax is always based on the nexus of the seller.So when a supplier asks a retailer for a certificate, the retailer must provide a certificate that is acceptable in the ship to state. What a state will accept varies from state to state and their is no one certificate that is acceptable in all states.The good news is that 36 states will accept some sort of documentation without a retailer having to get registered as long as the retailer does not have nexus. By the way, you provide the documentation to the supplier not the state.In 10 states, CA, CT, FL, HI, LA, MA, MD, MS, TN and the District of Columbia, it is most likely that the retailer will need to register to collect sales tax in order to issue a valid resale certificate.If a sale for resale can not be properly documented, then the state will not recognize it as a sale for retail. This is why the supplier is required to charge sales tax if the retailer can not provide a certificate acceptable to the ship to state.

How do Grand Seiko's compare to Rolex in terms of finish, movement and price / value proposition?The short answer is that Grand Seiko are not comparable to Rolex. They are much better.The longer answer entails understanding a little bit how and why the GSs have been created.The Japanese horology field was developing. After WWII, the industry was in a full boom, with the formation of a strong Middle Class in consumers. Also back then, this niche of society had the same needs as today: they wanted something that offered the best quality. So the executives of Seiko decided to create a line of watches that could rival the best Swiss watches of that era.This was in 1960. And in that time, Rolex was not really considered a luxury watch at all. The references of Seiko were Patek Philippe, Audemars Piguetm Vacheron Constantin and Jaeger LeCoultre.So, they appointed a designer, Taro Tanaka, to elevate Seiko's high-end products to the level of the best Swiss watches and defining a house style.After a careful consideration, he concluded that the best course of action was following their footsteps, but doing it better, creating watches which sparked like jewels. So, he devised a combination of sharp edges, mirror finish, and brushed surfaces like the Swiss watches, but with a Japanese mood.His first model the 1967 Grand Seiko 44GS, was the model of this style. You can see it on top.You might like it or not, but it IS distinctive, and it recounts the traditional Japanese values with its shape and finish. The movements - remember - are much more precise than traditional COSC certified Swiss watches, as the Japanese ones have an internal set of chronometre certification values that exceed the Swiss one 2:1.And - oh my - the finishings are top-notch, both on the cases and the movements. These are the real distinguishing marks of the GSs.The movements combine technical precision with artistic suggestions. What you see here is an example. The rotor displays a mesmerizing array of colors. This effect results from a careful effect of treating the titanium and tungsten alloy rotor, and the colors chosen were inspired by the colors you can see during the sunrise on Mount Iwate.Mount Iwate is what the fine watchmaking people of Seiko see when they look through the windows of the Shizuku-ishi Watch Studio in Japan. Here an actual photo of it.So, in a nutshell, when you buy a Grand Seiko you are buying a timepiece which liues in the league of the cream of the crop in Swiss horology, for a fraction of their price. The modern Limited Edition re-edition of the 44GS, which was presented some five years ago, and mounted a very precise hi-beat movement, was on sale for the same price of a entry-level Swiss luxury watch, 7.500 USD.What about resale value? Not really good, because people just assume that they are just another Seiko. Well, things ain’t that, but real horologists know better.If you check watch marketplaces like Chrono24, though, you will notice that there are mighty few Grand Seiko on sale. Which, in my educated opinion, means only one thing: that whoever buys one, keeps it. And this is not bad at all as per determining their true value.End of the story is: if you are a true horologist, and just think about the best horological thing you can put at your wrist, buy a Grand Seiko over a Rolex, any time. If you have any other issues - well, you already know that a Rolex is a sort of a blank check, you could sell the next day at a premium over what you bought it. But this has little to do with its horological qualities (which are very high, mind you - I have the utmost respect for Rolex and what they do. It is industry level production with an amazing quality).
