There are 45 states plus the District of Columbia that have a state level sales tax. Sales tax is sourced to the “ship to” state not the “bill to” state. Once a seller is registered to collect sales tax in a state they must collect sales tax on every transaction delivered in that state or collect an exemption/resale certificate acceptable to the state in lieu of collecting the sales tax.If a retailer does not otherwise have nexus in a ship to state, a typical drop shipped sale will not create an obligation to collect tax. However collecting tax and paying tax are two separate issues.If the supplier has nexus in the ship to state they must collect either the sales tax or a certificate in lieu of the sales tax. When asked to pay sales tax it does not matter if you have nexus. Sales tax is always based on the nexus of the seller.So when a supplier asks a retailer for a certificate, the retailer must provide a certificate that is acceptable in the ship to state. What a state will accept varies from state to state and their is no one certificate that is acceptable in all states.The good news is that 36 states will accept some sort of documentation without a retailer having to get registered as long as the retailer does not have nexus. They are much better.The longer answer entails understanding a little bit how and why the GSs have been created.The Japanese horology field was developing. After WWII, the industry was in a full boom, with the formation of a strong Middle Class in consumers. Also back then, this niche of society had the same needs as today: they wanted something that offered the best quality. So the executives of Seiko decided to create a line of watches that could rival the best Swiss watches of that era.This was in 1960. And in that time, Rolex was not really considered a luxury watch at all. The references of Seiko were Patek Philippe, Audemars Piguetm Vacheron Constantin and Jaeger LeCoultre.So, they appointed a designer, Taro Tanaka, to elevate Seiko's high-end products to the level of the best Swiss watches and defining a house style.After a careful consideration, he concluded that the best course of action was following their footsteps, but doing it better, creating watches which sparked like jewels. So, he devised a combination of sharp edges, mirror finish, and brushed surfaces like the Swiss watches, but with a Japanese mood.His first model the 1967 Grand Seiko 44GS, was the model of this style. If you have any other issues - well, you already know that a Rolex is a sort of a blank check, you could sell the next day at a premium over what you bought it. But this has little to do with its horological qualities (which are very high, mind you - I have the utmost respect for Rolex and what they do. It is industry level production with an amazing quality).
