Mass production of cars on assembly lines was a complicated process broken down into fairly simple 1 minute unskilled operations. At least during the 70’s when I worked at the Broening Highway plant in Baltimore. That was a few years after the 5 mph bumper law went into effect. Vehicles still had exposed metal bumpers.They had a shock absorbing mount to comply, but they were heavy and messed up the air flow. Likely took 2 people to attach them. Others would be needed to mount lights and other items now incorporated into the current bumper assemblies. Manufacturer's look for ways to reduce their payrolls.In the light of that, a plastic fascia over Styrofoam concealing a cheesy 5mph shock assembly makes more sense. The final product looks nice and perhaps eliminated the burden of 3 or 4 top dollar UAW workers. To replace the bumper means replacing the front of the car in many cases.

In a word, NO.The term “mess” is a gross oversimplification as a descriptor for Baltimore City (or for any location on planet earth, really). It makes the assumption that Baltimore is either a mess or it isn’t (only two options) and this creates a False Dilemma/False Dichotomy logical fallacy of the entire situation. Not ALL of Baltimore City is a mess. In case you need to be educated about the dictionary definition of mess:mess /mes/ noun1. a dirty or untidy state of things or of a place. synonyms: untidiness, disorder, disarray, clutter, heap, shambles, litter, tangle, jumble, muddle, mishmash, chaos, confusion, disorganization, turmoil;2. a situation or state of affairs that is confused or full of difficulties. synonyms: plight, predicament, emergency, tight spot, tight corner, difficulty, straits, trouble, quandary, dilemma, problem, muddle, mire.Baltimore City is not a traditional urban center. There is one major district part of the “city” proper called Downtown Baltimore that functions as the central business district, traditionally bounded by Martin Luther King, Jr. Boulevard to the west, Mt. Royal Avenue to the north, President Street to the east and the Inner Harbor area to the south. It makes up an extremely small percentage of the square miles of the city. The rest of the city is made up of almost 300 distinct neighborhoods (*see extensive list of neighborhoods below). Each neighborhood has its own kind of culture, history, residents and income brackets.Baltimore is not a homogenized city. It is similar to most major urban centers in the Western Hemisphere that have high population density with more than one race of resident, more than one lifestyle of resident, and more than one income level of resident. There is every level of income bracket and I will provide some small listings, with photographs of homes, of best and worst.I would also like to make a clarification of the 7th district, Mr. Cummings area, which was also likened to a mess.
