I must say that this is a very interesting observation.Now, I shall explain what is this “H” and why it is present.Trust me, it is definitely useful and is required.First of all, I need to remove the misconception that Delhi metro trains are entirely under the control of the train pilot. In fact, it is the wonderful signalling system that does most of the job. The train pilot simply follows the instructions given by the system.I hereby introduce two terms ATO (Automatic Train Operation) and ATP(Automatic Train Protection). To cut a long story short, take these as two different modes of signalling system.The yellow Line, for example, has the signalling system designed,supplied,installed,tested and commissioned by ALSTOM,France. It is one of the best signalling packages one can ever have. This system employs both the above modes.In the first mode,(ATO) the train pilot only has to press the button for closing of doors and thereafter, press the start button. The train starts automatically, picks up speed on its own and starts braking automatically once the next station arrives.Not only that, the doors also open automatically once the train stops.On the other hand,in the other mode(ATP) the train pilot manually drives the train (subject to the overall supervision of the signalling system!!!!! He/she cannot overrule the system.)Now comes the question.It must have been noticed that at busy intersections (Rajiv Chowk), there is provision of guard barriers such that the train door shall locate itself exactly in between two consecutive barriers. In case the train is running in ATO mode, the system automatically calibrates the positioning of these doors.(The next time you wait for a train, do notice the beacons installed between the rails. It is they who perform this job.)However, in case the train is running in ATP mode, the pilot has stop the train manually (of course, the system helps).Now at the helm, the pilot being a human being shall definitely require a Header location (“H”) that has been installed at such a position so that once he comes to this point, he can fully stop the train. This act shall ensure that each saloon door lies exactly between these guard barriers.HOPE THIS HAS CLEARED YOUR DOUBT!!!!!!

You only need Internet access to install packages, Emacs can operate fully locally otherwise. So fetch the files for the packages you need from somewhere outside the firewall, put them in a USB drive or somehow get them onto your behind-the-firewall machine, and put them in the Emacs load-path.
