There are a couple of ways this can happen, and several ways states can handle it.Someone comes in to vote and there is a record that a mail-in vote which has already been received from that voter.They can allow the person to vote in person and discard the mail ballot uncounted.They can refuse to let the person vote and count the mail ballot.They can let the voters choose whether they want to invalidate the mail-in ballot by casting a ballot in person.If the voter claims that they did not mail in a ballot, they can be allowed to cast a provisional ballot that would be considered when the mail-in ballot is opened. Only one of the two would be counted.Someone votes in person and a mail-in ballot is later received from that person (possible with early voting and/or “postmarked by” rules).In this case, the only option is discarding the mail-in ballot because there’s no way to “not count” an in-person vote (except for provisional ballots)It’s really quite easy to prevent counting a double vote in any of these cases.

Two summers ago, when my daughter was 19, I was giving her a ride to work one morning. She was running late, so I stopped what I was doing in order to take her as quickly as possible.“What I was doing” at that moment was paying bills. I do some bills online, but I still like to mail checks for some of them. Honestly, I’d mail checks for all of them, if not for my wife insisting that I “join the rest of society in the 21st century.” If possible, I’d ride my horse to the bank and pay with pieces of eight.Anyway, I had time to seal the outgoing mail, but not put the stamps and return addresses on them. So I brought them with us on the ride, figuring I’d have my daughter finish that during the trip.I handed her the envelopes, stamps, and stickers with our return address on them, and asked her to finish getting them ready so I could mail them.The next thing I know, she’s on her phone, searching for a YouTube video on how to mail a letter. She had no idea where the stamp went, because she’d never actually mailed a physical letter and, apparently, she had paid zero attention to where the stamps were on the mail we get at the house every day.I wasn’t sure if I should feel disappointed or outdated. In retrospect, I could see how a kid born in 1999 could make it into adulthood without ever learning where to put a stamp on a letter.

About 90% of the mail I get, goes directly into the garbage can.I can’t get them to stop sending the mail. I’ve tried with many of them. It kills me because I know it kills trees to make that junk mail.The number is worse than I could have guessed. 100 million trees are chopped down annually just to produce mail that you throw directly into the trash.We need some sort of rule or registration that prevents any junk mail from coming to us. It would be nice if regulators did something but I’ll go ahead and assume lobbyists would stop that from happening.
