I have physical disabilities, and a couple of emotional ones. (I personally like to distinguish between “emotional” and “mental”. “Mental” connotes things which interfere with the reasoning process; certain kinds of “mental illness” and actual brain damage. Emotional disabilities interfere more with feelings. This is of course my idiosyncratic definition. So I have ADHD, which might count as mental, and severe depression, which definitely is emotional. There are lots of stories possible to tell about mental and emotional ableism, the creepiest one being people believing you can help it. But the most intense in my life is physical ableism, and it’s ongoing.I live in Public Housing, which is funded by the US, administered by the County, and basically means that the government (PHA: Public Housing Authority) is my landlord. They have a lease you sign every year, covering our responsibilities mostly with the occasional nod to the fact that you’re entitled to live in the place and can ask for reasonable accommodations if you’re disabled. A small part of the lease is dedicated to the innocuous “housekeeping” behavior. They also say they’ll inspect you once a year to confirm you’re keeping up your housekeeping — ie not attracting vermin, creating fire hazards, etc. (It’s a high rise, but the list is the same for families, I think.)There is a long, long checklist which includes things like windowsills are dusted, vents cleaned, walls unstained. I had a conversation with the manager and she confirmed that the same list is used as a “move-out” list — to go through and determine if you’re going to be charged for any damages, or failure to clean enough someone else can move in without management intervention. The stove burner trays have to be shiny, not with a little black on them, etc.It fits my mother’s requirements when she taught me to clean, so I didn’t think much about it until my first inspection, when someone came in, found dust on a shower shelf (the shower head can’t spray water that high) and books. Lots of books. I’m a retired professor, and while I had to get rid of about 90 percent of my books, I still have 10 bookshelves about seven feet high, mostly filled with books from my college office, and a couple of bookcases filled with more fun books — Pratchett, Bujold, Stout, Sayers, and Christie, for example.He told me I needed to get rid of the books because they attract cockroaches.He wrote it up. You understand, the end result of flunking inspections is that you can be evicted from public housing. He also wrote me up for having piled winter bedding in the closet — not dangerously, so it would fall out, but bedding in a closet looks messy. He said I needed to rearrange my closet as well. I asked him how to appeal the inspection and he hadn’t the faintest idea — he literally didn’t understand what I was talking about. No one appeals a department decision in Ramsey County.I wrote an 8-page appeal letter to the head of department. I ended up getting a re-inspection which included his supervisor, who liked science fiction and was therefore easy to talk to about the books. Oddly enough, this time I passed, though I hadn’t re-arranged my closet or removed any books from the bookcase. No one has ever told me to rearrange a closet or get rid of books again.I did mention this was ongoing, right? So every year, the same thing happens. I get inspected, and something is sometimes wrong. But it’s a different thing, something which was allowed the previous year.What’s more, while officially inspection is once a year, any employee or contractor of the department can come into an apartment on official business, decide they don’t like it, and report it, which results in an official inspection two weeks later. None of these folks are trained the way the landlord management staff is, so they will report things based on their sense an apartment is “messy” or, once in my case, that there’s too much cat litter on the floor. (The bathroom floor was flooded nearly an inch deep from a leak in the walls, my cat’s box is in the bathroom, and by unerring physical law his little wet feet trailed it out into the hall. Which I was expected to have swept before the wet floor was fixed.)I don’t run into much trouble because I was paid better in my job, so my social security is higher. I pay $100 a month for someone to clean my place. This, of course, is not counted as a cost of disability, though most of the requirements assume you can bend, stand, get up on a footstool to reach the ceiling and dust it, scrub your oven and refrigerator, walk down the hall and open a complicated chute to throw out garbage, walk to the first floor with recycling, etc. I never knew how able-bodied I was until my knees started giving me trouble and the tidiness deteriorated. A self-cleaning oven and a dishwasher could get rid of much of the problem, but of course poor people aren’t supposed to have luxuries like dishwashers, self cleaning ovens, and disposals, disabled or not. So public housing wouldn’t even consider them as reasonable accommondations.Despite the fact a lot of people failed inspection every year, upper management decided that the inspector of apartments was being too lenient (failing to write up dishes in the sink, etc.) So they took the 40 apartments most recently inspected and withdrew their previous approval. Those tenants had a signed approval from a legally-constituted representative of the PHA that they had passed inspection, which meant they could sign a lease for another year. They were informed that they were being reinspected (on a certain date, within an 8 hour period — public housing is not the cable company) and when the new inspector was through, 30 apartments were retroactively flunked.Most of these people had difficulty moving, bending, lifting, and carrying. None of these get accommodations. I asked for a “reasonable accommodation” five years ago not related to housekeeping, went through a billion hoops which required my doctor to write three separate times as they changed the request method, and have yet to hear a formal response. (I’ve decided to assume it’s “yes,” since I can’t appeal until I get the decision in writing. If then.)Remember, the funding of public housing is specifically to provide housing to people who can’t afford it, most particularly the elderly and disabled. And yet, when I called the vice president in charge of policy to discuss how these policies affect people — mostly less well-off than I — even the question of retroactively rescinding a contract for a lease didn’t cause him to blink. He simply argued that doing it was justified. “You wouldn’t want to live in a slum.”Personally, I don’t think poverty, age, or sickness is the reason for the ambulances which are here at least weekly. I think it’s stress.I keep calling lawyers and advocates for the disabled and the old and the poor. Seriously, it’s over 20 agencies now. I haven’t found anyone willing to take on advocacy for this treatment.EDIT, SUMMER 2017: Thanks to having arranged to be born to a family with a better-off uncle than some who recently died, I have moved out of public housing after 10 years into a condo which, while not much more cost a month after the capital he gave his nieces and nephews in his will (which is one reason people are poor; no downpayment) features a self-cleaning stove, disposal, dishwasher, and an astounding blessing, no inspections to make sure my dishes are clean and put away every day. (They aren’t, but the dishwasher fools visitors.) To date, I STILL have not received an answer to any request I made for reasonable disability accommodations. If there were such a thing as a healthy energetic and poor disabled person, I wish you’re sue Saint Paul PHA for me.

Instead, spend the first few days in your new home cleaning everything. You could also hire a cleaning company to do this, if it’s in your budget.Pay close attention to cleaning the kitchen and bathrooms, but also check your gutters, backyard, flowerbeds (if applicable), dryer vents, chimney, and the carpet. If you think the carpet needs a more thorough cleaning, you can also schedule a professional carpet cleaner to come, preferably before you move in.Also, keep in mind that sometimes what needs to be cleaned isn’t immediately visible. For example, we recently had to take apart our dryer to fix it, and we were amazed at how much dryer lint was trapped in there.3. Change Your LocksYou don’t know how many people have a key to your new house, so it’s wise to change all of your door locks. Don’t forget to make a few spare keys and store one in a safe location outside, so you don’t get locked out.4. Reset Your Garage Security CodeIf you have a garage, don’t forget to reset the security code. You should be able to watch a tutorial online, if you don’t know how to do it. If the security box seems old, you can always purchase and program a new one — they are pretty inexpensive to buy!5. Forward Your Old MailContact USPS and instruct them to forward mail from your old address to your new address. You can usually fill out the form online, which makes it easy. Keep in mind, mail forwarding eventually ends, typically after a year. So, it’s important to complete the next step: changing your address everywhere.6. Change Your AddressYou have to notify a lot of different places when you get a new address. Your employers need your address for tax forms and other important documents. Even the apps you use to deliver your groceries or your takeout need to know the new place to deliver your food!Here is a handy list of places to notify to get started:The DMV. Unpack Your BoxesMoving is such an exhausting process, so it makes sense that most people (myself included) can be a bit slow to unpack boxes. I remember once, in my 20’s, I moved to an apartment that had an office. I had several unopened boxes with office supplies in them just sitting there for at least a year. (Embarrassing, right?)So, learn from me. Go ahead and unpack your boxes one by one. Put things away. Then, take those empty boxes and give them to someone else who is moving or recycle them. If you hired movers, this is also a good time to make sure nothing is missing. If you find out something is, contact your moving company to determine who is liable.8. Buy a SafeIf you don’t have a safe yet, now is a good time to buy one. We have a small, fireproof document safe that we bought right after I had our twins. It fits about 12–15 hanging files in it, and it’s an easy place to keep birth certificates, car titles, and all that paperwork you get after buying a house. Your closing documents, title company documents, and inspection report aren’t things you want lying around.9. Check Smoke DetectorsIt’s always wise to change the batteries in your smoke detectors and make sure they’re working. You can also check to see if there is a warranty or how old they are. A lot of smoke detectors are only good for about 10 years. Also, if you don’t have a carbon monoxide detector built in with the smoke detectors, purchase those and place them throughout your house, too. Safety first!10. Introduce Yourself to the NeighborsI know neighbors are supposed to welcome you to the neighborhood (not the other way around!) But people get busy, and they might not say hi. So, you can be the one to reach out when you see someone in their driveway. Try to meet the owners of at least a few houses around you. It can be good to be friendly, especially in case you go on vacation one day and want someone to keep an eye out for your packages. Hey, maybe they’ll even bring you a casserole!11. Learn Where Everything IsIt seems kind of obvious, but take some time to learn where everything is in your house. Check to see if the previous owners labeled the circuit breaker switches. Find your water shut off valve. Know how to open your attic door. Figure out where to replace the HVAC filters — this was surprisingly hard for us to figure out! All in all, getting to know your house will make maintaining it much easier.12. Set Mortgage and Utilities to Auto-PayYou likely have a new mortgage payment and new utility payments to go along with your new house. One thing I like to do is put all of my bills on auto-pay. Most banks, including Ally Bank, offer auto-pay for your monthly mortgage payments. This ensures you’ll never miss a payment. Just be sure to cancel the auto-pay of your previous utility accounts and mortgage, if you have one. Then, sign up for auto-pay for your new house.13. Purchase Emergency SuppliesYou might have these items in a box that you moved from your last house. But, in case you don’t, use this as an opportunity to get your emergency supplies in place. It’s helpful to have flashlights on hand, as well as an emergency radio. This is especially important if you live in an area that’s prone to natural disasters during certain parts of the year. For example, I grew up in Louisiana, and my dad always had a big emergency kit and a back-up generator, which we used often during hurricane season. If you’re just getting started, though, buying a first aid kit, extra water, batteries, and a power bank to charge your cell phone when the electricity is out is helpful.14. Go Over Your Inspection ReportAfter you buy a home and settle in, go over your inspection report. If there are repairs needed that the previous owner wasn’t contractually obligated to fix, make a note of them. Order them from the most important repair to the least important. Then, make a plan to tackle the list and give yourself a timeline for when you’d like to get it done.15. Create a Cleaning/Maintenance ScheduleYour home requires regular maintenance, like cleaning air filters, emptying the hot water heater annually, cleaning your gutters, winterizing your home, doing pest inspections, and more. Make a list of all these maintenance items, and write down which month of the year you need to complete them. One of the things that helps me stay organized is adding events in my calendar. So, after a crew cleans our gutters or we empty our hot water tank, I’ll make a note on my calendar for a year from that date to do it again.16. Have a Housewarming Party!Let’s not forget the fun part of owning a home. After you move in and get settled, let your friends and family know your new address and host a housewarming party ⁠— even just a virtual one.Final ThoughtsBuying a home can be an exciting, but lengthy process.
