There are many reasons for India not being able to qualify for FIFA world cups. Few are mentioned by Sadashiv and Vikram. I would list a few more:Fans support or following: The condition of all sports apart from cricket is same when we consider fan support. I have seen many games of Indian national team and few I-league clubs. The attendance to these games is hardly more than 10000 (except for few games like Kolkata derby). It makes a huge difference if you have a great crowd cheering for you.Infrastructure: India lacks infrastructure for football. It is shameful that few of biggest clubs in India don't have proper training and medical facilities. It is definitely a failure of AIFF. There are less than 10 stadia of international standards which is very less considering size of India.Promotion of game: AIFF has failed in promotion of football. It is the only reason that ISL is more popular than I-league. Though ISL will help promoting football, I don't think it is a proper solution for development of players. Most of ISL clubs don't have training facilities or youth academies and they don't even play or train after the "season" (if that's what they call a 3 months span) is over.I-league: From the formation of NFL and later conversion to new form I-league, it has never gained much popularity. The media hardly covers it, television broadcast quality is very bad, so overall I-league was never a big hit.But now times are changing. There is a new hope for football. A great number of young people started following football in past few years. Even this season of I-league was different than last few seasons with a lot of competition at top as well as bottom of the table. He was an Indian Administrative Service officer of Karnataka cadre, from the 2009 batch.Prior to his entry into civil service, he worked as a Sub Inspector of Excise with the Karnataka state Excise Department for over a year and a half. He cleared the 2008 UPSC Civil Services Examination with an all-India rank of 34. Opting for Indian Administrative Service, he trained at Lal Bahadur Shastri National Academy of Administration, Mussoorie, for a probation period of two years between August 2009 to August 2011 and was allotted his home state cadre of Karnataka.Career -(a) As Assistant commissioner in Gulbarga.Ravi's first posting as a civil servant was as the Assistant commissioner in Gulbarga from August 2011 to December 2012, following which he served as the Deputy commissioner of Kolar district, Karnataka from August 2013 to October 2014. During this tenure, he was known for his work in ridding encroachments and exposing sand mafia in the district.(b) As Deputy commissioner of Kolar districtDuring his stint as a Deputy commissioner of the Kolar district from August, 2013 to October, 2014, Ravi became almost a public figure due to his functioning as a pro people administrator, and launching of innovative reforms like conducting of Revenue and Podi adalats, which went on to being getting recognized and implemented in other districts by the state government.
