The suggestions presented here are mostly for Level 3 and Level 2 merchants. If you stumbled onto this post looking for basic information on PCI DSS or why you should be PCI DSS compliant then read this post first-> Do I Need To Be PCI Compliant?.While this post covers a lot of topics and concepts, the benefit to you is that this post will almost certainly save your business a heap of time, effort, money, and possibly pain, by helping you reduce your PCI DSS scope.This post is aimed at merchants who accept more than 100,000 credit card transactions annually. Don’t worry if you don’t have that many transactions yet, the information in this post will still be useful for you as you grow. And watch for my forthcoming posts for smaller businesses and service providers.There is a key tenet in the PCI DSS world which is: "if you don't need to touch credit card data then don't!".If you don't need to touch credit card data then don't!This tenet provides sound advice because removing the need to transmit, process or store credit card data within your organization will, in most situations, dramatically reduce (but not eliminate) your PCI DSS scope. This will excite anyone who has gone through a PCI DSS assessment no-end!But first let's cover off what is "scope" in PCI DSS terms.One of the first tasks to perform when conducting a PCI DSS assessment is to define the scope of the environment. This is done by conducting a scoping exercise which the PCI Council defines as the "Process of identifying all system components, people, and processes to be included in a PCI DSS assessment. The first step of a PCI DSS assessment is to accurately determine the scope of the review.".Just focusing on IT systems for now - the scoping exercise is very important as it defines the IT systems that are "in-scope" for PCI DSS assessment. The rule is that any IT system which transmits, processes or stores credit card data is "in-scope" - these IT systems are collectively called the "cardholder data environment" or "CDE" for short.The scoping exercise also needs to identify any IT systems which provide management and security functions to the CDE such as firewalls, jump servers, monitoring systems, authorization and authentication systems (Active Directory, LDAP, etc…).And finally, any IT system which could impact the security of the in-scope systems such as: servers, desktops, switches, routers, because they have network connection to in-scope systems, are also in-scope.The more observant or experienced readers may be seeing stars by now caused by the sheer panic of having a "flat network".That’s right, any IT system, be-it switch, server, laptop, desktop, NAS, SAN, router, wireless access point, printer, webcam, security cameras, security systems, kiosks, IP connected fridge / toaster, whatever that has network access to any in-scope system is considered in-scope! So, if you have a flat network, and many of you probably do, this would mean that nearly ALL of your IT systems are in-scope. It’s important to note that just because an IT systems does not transmit, process or store credit card data it can still be in-scope - it’s the fact that these IT systems could impact the security of the CDE.So how do I reduce scope if you need to transmit, process or store credit card data?Below are three of our best picks to reduce PCI scope:Network segmentationOutsourcing of IT functionsReduce the channels which accept credit card data1. Network SegmentationYou can reduce your PCI DSS IT system scope by isolating the in-scope systems to a separate network segment within your IT environment.Network segmentation is not mandatory for PCI DSS. However, its highly recommended if you transmit, process or stored credit card data within your environment. If you don't have network segmentation then your entire IT network and all connected systems are in-scope.One client said to me that they treat credit card data as "poison", so any device that "touches" credit card data will be "corrupted". This provides a mentality to avoid, at all costs, having IT systems "corrupted".One client said to me that they treat credit card data as "poison"Depending on your IT environment and maturity, network segmentation may be a cheap option or something that just cannot be tackled.For example, a medium size business might be able to re-architect their IT network to incorporate segmentation via the use of VLANS, dedicated network devices such as switches, routers and firewalls to isolate the components which transmit, process or store credit card data away from the rest of the IT environment.The IT systems that provide security and management functions to in-scope systems should also be segmented away from the rest of the IT environment and only have those IT systems within that network segment nothing else - because any device in that network segment will also be in-scope.For larger and older businesses, the IT network might have started out as flat and never have changed throughout the years and decades. The cost of network segmentation would be extremely costly in this case as there could be 100s or thousands of IT systems connected, some even hardwired to IP addresses in system configuration files. In these cases, it might be an option to look at outsourcing the IT systems which transmit, process or store credit card data.2. Outsourcing IT SystemsWhen looking at outsourcing service providers to either: (1) host the IT systems that transmit, process or store credit card data or (2) process payments on your behalf, the most important question you need to ask the service provider is whether they are PCI DSS compliant. Make sure you are doing your due diligence!If you select a service provider that is not PCI DSS compliant then that service provider is in-scope for your own PCI DSS compliance assessment. It has been our experience that at times, service providers make great efforts to avoid providing the required information for an assessment and can cause your own PCI DSS assessment to be more costly, fail, or drag on indefinitely.Another important thing to note is that the service providers’ own PCI DSS compliance will only cover certain PCI DSS requirements or parts thereof. For example, Amazon's AWS platform is PCI DSS compliant at the time of writing this post, but only for the components that they provide within the AWS environment - meaning whatever you place "on top" of their systems such as installing your own software is under your PCI DSS compliance scope not theirs.Outsourcing your IT systems does not completely absolve you from PCI DSS responsibilities. For example, if you host a web server within your IT environment that provides a function to redirect a customer to an outsourced payment page that accepts payment by credit card, the web server that redirects the customer to the outsourced payment page is in-scope for PCI DSS assessment.Why?Because the web server that provides the redirect to the payment page could be attacked by a malicious person and the redirect function compromised so that the redirect function sends the customer to a malicious payment webpage instead of the legitimate URL.3. Reduce the channels which accept credit card dataDepending on your service lines your business may have payment channels that can be reviewed to see if credit card data can be removed.In the pre-Internet days' credit card data would come in via snail-mail and may continue even today as being a supported method of payment. But now, not only is snail-mail still supported but the same form that was posted can now be scanned and sent in via email.From a PCI DSS perspective, the location where the paper-based forms are brought into the business (e.g. mailroom) is in scope, the storage of these forms is in-scope, and the people and processes for accessing these forms is in-scope. Now, add on the ability to accept scanned forms via email and this makes the email servers and all associated IT systems and IT infrastructure in-scope! If email is backed-up then the backup system is in-scope. If the email is sent to a group of people then all those people and their computers that receive the email are in-scope!The advice from our client on treating credit card data as poison doesn't seem too far fetched now!SummaryIn summary, this post has provided three of our best picks at reducing PCI scope for IT systems.
