Okay.Let me tell you how this goes from the American Point of view. I am a professional Visa Specialist.There is no country more difficult to deal with to get a visa in the United States than India. There are slower processing countries (like Brazil) and there are tougher applications (like Russia). But I would rather process those other services all day long rather than Indian visas. Not because I have anything against India, but the conversation on the paperwork takes 10 times longer and still over 80% of people have problems with it. As it turns out, India is one of our most popular visa services.Now, why is India such a problem? First, there is the processing company for India. They used to employ Travisa - this company was tough but efficient. We knew exactly what to expect from them and could confidently determine the timeframe for processing. They got fired. No reason has ever been given - apparently India didn't like working with them -maybe they charged too much? Travisa was replaced with BLS, a company so inept that they didn't make it through the first year of their contract. They were replaced by CKGS (Cox and Kings Global Services) - CKGS had a shaky start (in the beginning - May of 2014- orders were easily taking over a month to process). Because they got almost no training or support from the government or the company they replaced (BLS). Right now, over a year later, they have finally got into their grove and are able to process in most locations efficiently enough. But then there is the application.Oh, the application. I have nightmares about the application. I have been doing passports and visas for 7 years and I can easily say the worst is India (with a very close second being Nigeria).So why is it a problem? Simple - it is required to be 150% error free and there is no way to fix a completed application other than to remake it from scratch every time. It must be completed online. Companies like ours have entire departments dedicated just to processing the India Visa application. And when I say 150% I am not being facetious. The reason is, not only does everything need to be perfect, but the government requires that things are done that are not listed in any obvious instruction anyone can easily find. Also, a lot of the instructions make no logical sense. For example, they require that your permanent address match your shipping address. What if they don't match? THEY HAVE TO MATCH SHUT UP AND DO IT! But then why do they ask for both if they always have to match- SHUT UP AND DO IT, I SAID!!Here is an excerpt (just a clipping) from the instructions we provide for the India visa application:-The name on the application must match the name on the passport (Surname = Last Name, Given Name = First & Middle name).- Under "Town/City of Birth" you need to type in your City and state.- The Permanent address should be the same as the Shipping Address and they must mach the address on your Proof of Residency (ie. Driver's License). Don't forget to type the zip cope after the State in the Permanent Address.-NOTE: For San Francisco and Houston Jurisdictions: There is an exception to this rule if you are not a US Citizen - in this case you need to put the address in your home country for the Permanent Address and the local address in the US for the Shipping Address.- All address must be completed in full and must include street, city, state, and zip code. This includes the hotel information in the "Reference" in India" section.- If you only have one phone number, make sure you put in the same phone number for both your home and cell.<end clipping>These are just a part of the instructions. 80% or more of people either get suspended during the visa process, have to remake the application before shipping after finding a tiny mistake, or bite the bullet and pay a service like us to complete the paperwork for them.Finally, how the process works:If you use a 3rd party (and you REALLY should) then we go over your paperwork for errors, let you know what needs to be fixed, and once everything is perfect, we submit to CKGS. Then CKGS sits on it for a day or 3 (who knows how long) and then they go over the paperwork again and if they find an issue they missed when we submitted them, they give us back the paperwork that day to have us help you fix the error and ship out the fixed documents overnight so we can resubmit the next day. Once CKGS finally likes all the paperwork - THEN the paperwork gets put on a pile that will eventually (likely in a couple days) get handed to the India Consulate or Embassy where it will actually start processing (unless the government office finds a problem and kicks it back to CKGS). Then, when its done at the government office, they get the passport/visa back to CKGS for pick up by the 3rd party (us) - which wont be allowed usually until a few days after CKGS receives it (though no one knows why). During all of this CKGS sends the clients (YOU) emails with updates that are COMPLETELY WRONG - like "Your order is done and ready for pickup by your courier" but it really wont be ready for pickup for 3 more days.So....Why does India lag behind in bringing in international tourists? Perhaps because their visa process is designed to deter people from traveling there. I can't tell you how many people have missed their flight because of something tiny like forgetting to put a zip code on a hotel address or because they misspelled a street name or <gasp> they didn't put their Cell phone number in both their home AND cell phone box on the application.I'm not going to even go into how badly they treat former Indian Citizens trying to get a visa now, or God forbid if your grandparents happen to have been Pakistani citizens.India recently started an Electronic Visa process for people who want to visit for less than a month on a single entry. I think that helps, though it is very restrictive, the application is more difficult than the regular application (because you have to upload documents) and most people who attempt to do it struggle without assistance from a 3rd party.You want more tourists, India? Cut us some slack. If anything, change the application to be more like Brazil or Russia, where you can go back into it with a password and ID Number and actually FIX the application!Out of all the major countries Americans travel to : China, Brazil, India, Russia, Vietnam, and Nigeria - Only India has an application that can not be fixed or augmented once its completed.Russia, for example, is 10 times easier to get a visa for than India - and faster to process in most cases too. And, unlike India - they offer official RUSH services. Explain to me how the consulate would not benefit by charging Americans more money for a faster service? I think almost all Americans would pay the higher premiums - and that is additional revenue for you, India - a missed opportunity.Side note: Out of the two locations you mentioned in the question above (Singapore and Thailand) only Thailand needs a visa for an American Citizen, and only if you are going to be there for more than 30 days. Also, the process to obtain a visa is not difficult to complete.ADDITIONAL EDIT:It occurs to me I didn't offer much in the way of any advice for something I can recommend to fix any of these problems. If India insists on having an application that MUST be done a certain way- Give adequate instructions. Also if EVERY jurisdiction is going to have different rules and requirements then the very least they can do is get with the 21st Century and have an application that is augmentable so people can actually fix minor errors rather than spending all day recreating a 2 page application for the 4th or 5th time.Finally, and I kind of already mentioned this but it bears repeating, how about everyone get on the same page? You should not have completely different requirement list for San Fran and New York. It's the same country and you are getting the same visa. Full Disclosure - that is not a problem only with India. Differences in Jurisdiction is pretty common for many countries :)

It is fundamental to the operation of all modern versions of Windows. Preemptive multitasking is alive and well in modern Windows operating systems.Preemptive multitasking was not present in the consumer 16-bit and hybrid 16/32 versions of Windows, from Windows 1.0 in 1985 through Windows ME in 2000.True preemptive multitasking was introduced in Windows NT (first released in 1993), has been in every version of Window Server (1993 to present), and in every consumer desktop version of Windows from Windows XP (released in 2001) to present.The behavior you’re referring to (i.e., the “not responding” message) has absolutely nothing to do with a lack of preemptive multitasking. An application might not respond for some period of time because of poor design, a bug, a synchronous wait for a slow I/O operation to complete, problems communicating with another process on the same or another computer, a failing hard drive, some other failing I/O device, a bug in a device driver, a very busy system, lack of resources, a long CPU-bound sequence that must complete before the application starts listening to user input again, etc. There are many many possible causes.If preemptive multitasking were NOT there, you would NOT see the “not responding” message. Instead, the entire system would just become unresponsive. That’s how Windows worked in the old days, using cooperative multitasking. If an application were stuck (for whatever reason) and didn’t explicitly yield control back to Windows, absolutely everything would just stop responding…all applications, and Windows itself. A reboot was required.So, when you see the “not responding” message in an application, but you can still move the mouse, open another application, switch to another application, etc., this is actually demonstrating that the system DOES have preemptive multitasking. Windows (the operating system) is taking control and is displaying that message for that specific application. Meanwhile, everything else is still working.The reason it’s not promoted as a feature/benefit anymore is that it is really now a minimum standard for modern mainstream operating systems, and fewer and fewer people remember the pain of not having it. Just because it’s not in the marketing materials, though, doesn’t mean it’s not there. Preemptive multitasking is still there, it hasn’t gone anywhere, and it’s not going anywhere.
