I worked for a state agency that would address the group instead of addressing the individual. Workers were now required to submit travel authorization forms detailing where they were going, who they were seeing, what questions they would be asking, when they would be back, whether they planned on stopping for lunch, etc…Because of the increased scrutiny, managment often failed to keep up with the travel requests and did not authorize the travel until after meetings were to have taken place.Workers who were once productive and didn't abuse travel eventually got tired of the micro managing and left for departments where they were trusted to do their jobs.All of this could have been avoided if management had just addressed the individuals screwing up instead of addressing the entire group.To this day, I've never seen office morale decrease as quickly as it did in that agency.
