Rs 167 crore was deposited in 31.21 lakh airtel payments bank accounts. The amounts transferred from Bharat petroleum corporation was Rs 39 crore, from Indian oil corporation was Rs 88 crore and from Hindustan petroleum corporation was Rs 40 crore.The malpractice came to light after the UIDAI investigated a complaint from an individual who said airtel not only opened a payments bank account without his permission but also linked it to receive LPG subsidy.RBI has imposed penalty of Rs 5 crore for violation of norms in march 2018.3rd incidentEven after imposing huge fine airtel payments bank hasn't learnt lesson , they are continuing the same. One such incident is reported in Karnataka recently.Due to flood in karnataka , government has released flood relief funds to farmers. Government said that fund had been released to farmers bank account in which they have linked aadhar recently , only some farmers got fund to their account and others didn't received and they were confused as government said entire fund has been released. One of the farmer visited office and gave complaint that he hasn't received the fund, after enquiring officials said that amount has been credited to airtel payments bank account. Farmer argued with officials that he doesn't have account with airtel, they refused to give more information and said amount has already credited. After knowing this , he visited airtel office and came to know that amount has been credited, he said that he purchased airtel sim card a year ago , at that time they have opened account without his permission. LPG subsidy is paid by oil companies through the National Payments Corporation of India (NPCI), which inturn identifies the beneficiary account by the Aadhaar linkage of the Bank Account. What if the consumer is having multiple bank accounts, all linked to same Aadhaar number? In such cases, the NPCI uses a simple logic that the latest bank account opened by the consumer as the main account, which is currently in operation, and transfers the subsidy amount to that account of the customer.Airtel has exploited exactly this loophole to their advantage. When customers came to Airtel centres for Aadhaar verification, using the same KYC, they have opened an account for customer in Airtel Payments Bank without the knowledge or consent of the customer and linked the Aadhaar number. Since that was the latest account opened by the customer, the next payment of LPG subsidy was credited by NPCI in the Airtel Bank Account.This is highly unethical act of Airtel, and nothing short of a criminal conspiracy and breech of trust. If it happened in USA or any European country, the CMD of Airtel would have landed in jail and Airtel would have gone bankrupt, paying damages and penalties.
