One might think that there are nine possible first moves, with eight possible second moves. That would generate 72 possible board positions after the second player makes their first move.If you think about the game for a while, you’ll see how there are even fewer possible games of Tic Tac Toe than you might initially believe. There are exactly 3 possible first moves: let’s call them center, side, or corner. On an empty board, all four sides are the same, as are all four corners. How can the game of 3x3 tic-tac-toe be modified to eliminate definitive winning strategies?

As a deterministic, turn-based game with complete information, tic-tac-toe is not alone. Checkers and chess etc. all have definitive winning strategies, the difference is that there are so many possible moves that humans have difficulty finding out the winning strategy (in the case of Chess, we still have yet to figure one out... statement to be edited in 2018 by my prediction).So to eliminate definitive winning strategies, here are a few general ideas:1) Make it non-deterministic. This is kind of silly since the game usually degenerates into "luck". Something like giving you a chance to "miss" a square and have your X or O appear in a neighboring square. Interestingly enough, about every casual tabletop game requires some form of non-deterministic-ness to make it exciting.2) Make it non-turn-based. So strategy isn't the only factor. It's now a "skill based" game.3) Make it with incomplete information. Have players play blind, with absolutely no idea about where their opponents are moving.4) Enlarge the state space. Make a 9x9 board instead of a 3x3 board. There is a very creative modification of Tic-Tac-Toe that has you play 9 games of Tic-Tac-Toe (anyone with a link can help), with 9 3x3 boards, and where you move determines the next board that you can move in. Certainly has a definitive winning strategy, but with too many moves and consequences for people to come up with easily.
