This includes Emergency contraception in cases of rape.Abortion will be classified as an act of murder with tiered punishments based on the time at which the abortion happens.If it happens before the point of viability, the physician performing the abortion shall be imprisoned for a period of 14 years and the woman receiving it will be imprisoned for 12 years.If the abortion occurs after the point of visibility, then both the physician performing it and the person receiving the procedure will be executed following due process.At a minimum, my Humanist Party would seek to ban late term abortion in its entirety except for the exception cases outlined above if we are forced into coalition and cannot achieve all of our goals.Education:-Trade schools will become free at the point of access.College degrees in fields where this is a Labour shortage will be subsidized entirely by the government at public universities and colleges. For example, if programmers or other STEM degrees are in high demand in the Labour market, students will be offered tuition-free college(with a stipend for housing and textbooks) if they agree to earn a degree in these undersupplied fields and promise to work in them for at least 3 years.Not all college will be subsidized this way since some degrees are effectively useless.Furthermore, public medical school tuition will also be completely funded by the government for anyone who can meet the admissions criteria. This will expand the supply of doctors and help meet the demand shortages brought on by the advent of a Single-Payer Healthcare system.Healthcare and Entitlements:-A Single-Payer Healthcare system shall be created through the expansion of Medicare over an 8 year period with the critically ill being immediately enrolled into the system.In the first 2 years, the age cap will be reduced to 50In the second 2 years, all legal residents under 20 will be enrolled into the system.In the third 2 years, those aged 40–50 will be enrolled into the system.in the last 2 years, those aged 20–40 will be enrolled into the system.A public option program will exist during the transition phase for anyone willing to pay for it.Private insurance shall continue to exist in a supplementary function to cover those aspects of care not covered by Medicare.To pay for this program will require more than 2,000,000,000,000 dollars in addition to current health expenditures.This money shall be raised by treating short term capital gains income the same as normal income and taxing it as such. The highest marginal rate of tax on normal income and short term capital gains will be increased.Payroll taxes will also increase with the current cap of $132,900 being removed and the 6.2% payroll taxes being applied to all incomes(2019 Social Security Taxable Wage Base). The extra money raised by removing the cap will be spent on the Single-Payer Healthcare system.We will also impose a 10% Value-Added Tax(VAT) on most goods with a 25% VAT on luxury goods. Basic necessities and staple foods will be exempted.Social security will be privatized so as to allow workers to earn higher rates of return on their retirement accounts. It will continue to be funded by payroll tax contributions(which will also fund the Single-Payer system to a lesser degree). In the long run, social security privatization will lead to a higher rate of savings due to the additional income earned from stock market financial investment. This will in turn lead to more private investment by firms which will increase the growth of the economy in the long run and thereby expand the government’s tax revenues.Economy:-The Humanist Party promises sensible Keynesian policies to smooth out the peaks and troughs of the business cycle.The onset of a recession will be responded to with tax cuts and an increase in stimulus spending(public works, infrastructure etc.) of which the net effect shall not amount to less than 7% of GDP. Our Central Bank shall increase the Money supply as necessary to counteract deflation and restore employment to its natural rate. We promise to experiment with unconventional monetary policies such as the Helicopter Drop in addition to traditional methods of Quantitative Easing to stimulate the economy.Helicopter Drop (Helicopter Money) DefinitionFurthermore, we refuse to selectively apply countercyclical policy and promise to apply the proper Keynesian policy prescriptions in times of growth as well. During a period of accelerating inflation, we will raise taxes, reduce government spending and increase interest rates(via money supply contraction through the central bank) to the extent that such policy is needed to control inflation and pay off excess government debt.Financial Regulations shall be maintained so as to prevent such events as the Great Financial Crisis of the past decade. In this respect, the Dodd-Frank Act is a useful template.Other Regulations shall be applied primarily to industries where Natural Monopolies or Oligopolies exist. We shall seek as much as possible to not interfere with markets where Perfect Competition exists.The Federal Minimum Wage will be increased to $13 and indexed to inflation afterwards so as to not require new legislation to update it with future economic conditions.We will seek a limited form of Democracy in the workplace and demand that a minimum of 20% of seats on corporate boards of the largest corporations will be elected by the workers of that company so that their interests can be representative alongside that of shareholders.We will also abolish so-called “right-to-work” laws that allow people to profit from a union contract without contributing to the labour union itself.Agriculture, Welfare and Drugs:-Subsidies shall be restructured so as to cease price supports to those products which are often used in junk food and reallocated as much as possible towards more nutritious alternatives.Similarly, SNAP will be reformed such that it can no longer be used to purchase junk food.Most drugs will be decriminalized with supervised injection sites established as per the Portugal model and will be subject to the National Valued Added Tax with the more dangerous ones(Heroin) being subject to higher rates.Portugal’s radical drugs policy is working. Why hasn’t the world copied it?Immigration:-DACA recipients will receive protection from deportation unless they have committed a crime.Other illegal immigrants in the US who have committed no crimes other than crossing the border will receive an amnesty option to allow them to attain legal status here(not citizenship until they have paid a certain amount in taxes). However, any income they earn will be subject to higher tax rates than that paid by a lawful citizen as punishment for having come here illegally in the first place.Following a fair hearing with an immigration judge(of whom we must hire many more to deal with the border crisis), we shall determine whether border-crossers can be granted asylum(if they came to apply for it) or transfer them to Immigration and Customs Enforcement who will see to their deportation.Criminal Justice:-We will implement universal background checks(closing the private sales loophole) as well as Red flag laws so as to diminish the threat of a mass shooter.Executions will be carried out by long-drop hanging in order to save the government money on chemical injections.Automation and Free Trade:-We will attempt to invest in retraining programs to help workers displaced by automation and free trade. We hope that our changes to education policy(particularly the provision for free tuition for degrees that are needed in the Labour force) will alleviate some of this problem for subsequent generations.
