I don’t know enough about the relevant law to tell you about any additional potential legal mechanisms. As far as I know, the Special Counsel is supposed to give a report to the Attorney General or to a designated person according to a specific line of succession within the Department of Justice. There are five or six people still on that list below Rosenstein, so if he gets fired, then it goes to one of them, and they decide what to do with it. If Mueller gets fired, the rest of his team exists, and one of them files on behalf of the Office of Special Counsel.If either or both of them are fired, or the Special Counsel’s office is dissolved, or the report gets buried somehow, then several things happen in parallel:All hell breaks loose.There is an immediate clamor for the report to be released, and for Rosenstein and Mueller to testify before Congress. A copy of it may be leaked, or it may be subpoenaed as part of the Congressional investigation, or they may be asked to write up a separate report.An additional charge of obstruction for each firing goes on the butcher’s bill, and the firings themselves become grounds for impeachment.Mueller sues to block the firing, on the grounds that it was done with corrupt intent. That suit may or may not succeed, but it will slow things down for a while.The Special Counsel’s team continues to work. All grand jury proceedings and prosecutions currently in the works continue. Most of them hold two or more appointments, such as Assistant US Attorney, and can prosecute under those appointments.The chunks of the process that have been hived off to the US Attorney’s offices in the Southern District of New York, DC, Eastern Virginia, and elsewhere continue to operate.The FBI investigation continues. All of their evidence to date is maintained, even if they are prevented from gathering more.The State Attorneys General who have been receiving information from the Special Counsel’s cooperating witnesses fire up their own prosecutions.People will start looking really hard at the indictments and plea statements already made by the President’s attorney, campaign manager, deputy campaign manager, national security advisor, senior advisor for foreign relations, and others. A large fraction of the report’s narrative is already available in public.Indictments which have already been made but which have not been released will be released. There are a lot of them, if I’m reading my tea leaves correctly.The week that Paul Manafort flipped and New York filed against the Trump Foundation was the week that it became too late for Trump to successfully fire either Rosenstein or Mueller to stop the train. All of it is going to come out eventually.
