That man was Huey Long, the defacto dictator of Louisiana.Huey Long was born to a poor family in the US State of Louisiana, which at the time was one of the least developed in the country. The poor rural population that Huey was born to made up 60% of it’s population. Louisiana was also ranked the lowest in literacy with 75% being unable to read and write.During 1928, Huey Long was able to tap into that resentment and become Governor of Louisiana. He was only able to recieve the plurality with 43.9% of the votes. That was because of the poll taxes and literacy tests could only let 300,000 people being able to vote.His slogan was “Every man a King, but no one wears a Crown.”With him in office, Long was dedicated to improve the lives of the poor of Louisiana.He made textbooks for Elementry Schools free while also expanding the funds for public education.He made night classes to make those of all ages to be able to read and write, teaching over 100,000 to become literate.He bulit multiple hospitals across Louisiana and provided free immunizations to nearly 70 percent of the population.Before Long, Louisiana had 331 to 2,301 miles (533 to 3,703 km) of paved roads, with the rest being dirt and gravel.After Long, Louisiana gained 9,700 miles (15,600 km) of new and paved roads.But what made him a defacto dictator was his use of intimidation tactics to pass his reforms, as well with hiring top loyalists as well.Despite being a governor of the Jim Crow South, his programs also helped the state’s African American population as well through his education reforms.He’s even quoted with saying,“I'm for the poor man — all poor men, black and white, they all gotta have a chance.
