On completion of every year, one officer /clerk gets one increment in the pay scale. Again Dearness Allowance changes every quarter.Further, a grade B officer gets one advance increment on passing J A I I B and another increment on passing C A I I B . Once in 5 years, Pay Scales are revised.

The appointment authority have powers of transfer, suspension, enquiry and punishment. When he is working as District Collector he can exercise his powers on his subordinate officers i.e Revenue department but not for other departments like Police or PWD. Since every department have their own appointing authority like Engineer-in-Chief/Superintending Engineer for PWD department or SP for Police at District level.State Cadre officers can't be punished by the District level officer but he can recommend in certain cases.If we see the procedure the IAS officer can't dismiss anybody directly without conducting a detailed inquiry. We Indians love hierarchy. When talking about IIMs some talk only of IIM A . After that if one gains knowledge they start talking about ABC as a club.From past 1 or 2 years some even started talking of ABCL as a club. Some social media fashionita then talks about BLACK ( not a good start to a bright future). Some righteous ones will extend it to BLACKI. Then a further optimistic person will make it to BLACKIS. In future you might see BLACKISRUT too and might be many more to come.You can't consider ABC students as a person having similar characteristic. I know few people from IIM B and C and some of them are just way too humble.( most of the government offices clerk will have much more arrogance than them). Mind you there might be some having an arrogant attitude too. But that's true for people in general.I think the main reason for asking this question was how better they are. To be frank I have seen some people from IIM ABC with superb profile ( CAT-99.9+, 9 pointer , gold medalist, maybe a sports champ too). But there are some with an ordinary profile too. On the another hand you will find some with great profiles in LKI and even new IIMs too. One of my friends who was a 99.6+ and a 90%+ throughout, a superb speaker and an equally good sportsman somehow messed up his IIM A interview as a fresher and had to settle for IIM Indore.( B and C didn't give him a call). He had two options either to try to get into ABC after 2 or 3 years of work ex or opt for Indore that year. He went with the latter option as he didn't wanted to do that boring IT job . Also, with his profile there wouldn't be a big difference anywhere he goes. Anyways since he was starting early he would be a manager at the age of 23 ( starting early has it's own advantages).I think this would have clarified things. As of now ABC students are bright people studying in premier institutions but that doesn't mean that anyone from lower IIMs or even non IIMs can't beat them. In fact many of them are very humble because they unlike people from outside have a wider overview of the world and know how volatile things can be.Recently I was talking to an IIM B alumni and he jokingly remarked that only the FMS folks are happy in their jobs as they get to take all their salaries home and we are just left with the debts.😅The fourth Idiot🤹‍♂️
