For example , if you want to contribute for lake desilt in a village , then first villagers has to give written request to local VAO (Village administrative officer) or panchayat president asking govt to desilt lakes. VAO will pass that letter to BDO (Block development officer) , who will pass it to Thasildar or Revenue Officer - Now Executive officer will visit lake and send report to PWD (public works department) who will eventually pass it to CM . Now allotment of funds by govt will be based on first come first serve basis. If 70 villages comes under 1 block then based on priority govt will inform when your village can be done or if funds shortage . Now villagers have to approach VAO or Panchayat president saying they can’t wait till govt does it based on priority and they want to raise funds and do it themselves. (Note : NGO’s have limited power to request , NGOs have to work with local villagers in raising this request) . Villagers have to write a request letter to VAO,BDO, RO , EO , PWD and district collector asking for permission to desilt lake themselves and funds will be raised on their behalf by so-and-so ngo (along with NGO sign and registration num). 16th of every month , farmers day is held at district collector office where collector will meet farmers with their queries. Here if district collector is convinced , he will sign the request letter asking thasildar to issue permission letter. Based on collector signature, local thasildar will give permission to local villagers/ farmers to desilt lake with two conditions - 1st condition is local VAO will be on spot to inspect desilt process , 2nd assurance has to be given by villagers that the mud collected due to desilt will be used to strengthen lake bunds and will not be taken out elsewhere, if transported then thasildar has the rights to cancel permission with immediate effect as it’s classified as “ sand mining” which is illegal in india. Once villagers accept both conditions , then written permission is issued. Based on the above procedure , ngo can start collecting funds and they are held accountable for funds collected. (for confidentiality , since govt officials signature is involved , i’m not posting any model letter in this regard) . Incase you need further assistance on verification you can reach out to Farmer Friendly Initiative , they are trusted youngsters who work with govt officials, environmentalists and real full time organic farmers who can help in verification.TREE PLANTATIONNow a days you get request for funds for tree plantation. Firstly ask if they have approached Block forest department , as forest dept gives free saplings every month (saplings are 3ft height) based on written request that saplings will be planted on public spaces and maintained properly. Usually ppls plant saplings but ignore to nurture and maintain it. So check with ngo’s what sort of saplings they are planning to plant . Ask them for varieties of saplings and check if they are suitable for that particular geography (not all plants grow in all environment) and who takes responsibility for watering and fencing (a temp fence has to be made to avoid cattle preying on saplings before they grow). Ask them to explain procedure of plantation , what depth to dig soil , what sort of organic manure used etc . You can also reach out to Environmentalist Foundation of India and Ainthinai- ஐந்திணை of CTC for verification help , they are trusted youngsters involved in tree plantation and environment related issuesNATURAL CALAMITIESRather than contributing as funds , try to contribute as materials .
