It seems to me that a person who claims to be a “Life coach, legal analyst, relationship counselor” should be well enough educated to understand the difficulty of learning any language, especially outside a very strict classroom setting. A person who has immigrated to a country whose language s/he doesn’t have yet will be extremely busy with a lot more responsibilities than learning how to conjugate English. And if that person is an older family member who will remain in the home, it is trebly hard to accumulate enough language to be able to communicate easily.My great-grandparents immigrated to the US when they were newly weds, bought a small farm, and used what many Americans would consider to be broken English until they died 60 years later. They spoke Dutch at home, and left the property only to do shopping, banking, visiting friends, house cleaning and day labor. I do trading with Africa and I know people that do business in Russia and India. If you use those as standards then China has an ultra-clean government. The amount of corruption that exists in China is much less than it was before Xi Jinping, and much, much less than similar countries.As far as why, there is the lifecycle theory of corruption. This is that if you are at a certain level of economic development, you will have corruption associated with that level. China is passing through where Hong Kong and Taiwan were in the 1970’s and where the United States was in the 1930’s. It turns out that for middle income level countries, you have a bureaucracy that’s strong enough to extract rent payments, but it doesn’t have enough wealth to create a strong administrative system.The other thing is that I don’t accept that corruption is due to lack of democracy. If you put in elections when a country is relatively poor, then the elections becomes a way of enforcing corruption (i.e. India).The other answer is that rich people will always find a way of buying political power. It’s just that in richer countries there are rules and the process is more organized. In some ways the US government is one of the most corrupt in the world since it’s clear that with enough money you can buy the Presidency, whereas you can’t do that in China, and in Hong Kong, you don’t have “illegal corruption” but the “legal corruption” is everywhere.
