Because people try to scam the system. So, the process has to be arduous in order to vet the applicants and determine if they are legitimately disabled or just trying to get “free stuff.”Because regardless of what you mean by “disability support,” these agencies are understaffed and underfunded. Whether government (state, federal or local, regardless of country) or charitable, these are generally not high-paying jobs, making it hard to get the best talent. And being funded by either tax dollars or charitable contributions almost always means the need outweighs the resources. So infrastructure, equipment etc suffers in addition to talent.Because government run agencies are not known to be efficient. They have to account for every decision and have high levels of bureaucratic, which slow things down. Government agencies lack competition and have no profit. So if you’re annoyed at their processes or level of service, it’s not like you can say “I’ll just go to the competition.” Bad service doesn’t result in a hit to the bottom line, so there is no incentive to do better. Companies improve because they lose customers and thus lose revenue if they don’t. Government agencies don’t have this issue. If you are dissatisfied and decide not to use their services, that is just one less applicant they have to handle. There is no impact to the organization. This both slows down the process for others and makes them frustrated that they’re “legitimately disabled but unable to access benefits.” Being disabled and qualifying for a specific program are not the same thing. For example, in the US, you hear a lot of people with legitimate disabling conditions complain how hard it is to get SSDI. When you look into it further, you see that they are working FT, which is hard for them and they want to be able to stop working. However, the SSDI definition of disability is “the inability to engage in any substantial gainful activity (SGA) by reason of any medically determinable physical or mental impairment(s) which can be expected to result in death or which has lasted or can be expected to last for a continuous period of not less than 12 months.” SGA in 2020 is the ability to earn an avg of $1260/mo. It is not “extreme difficulty working” or “working takes so much out of me that I cannot function the rest of the evening or weekends.” It is the complete inability to work ANY job. So, legitimately disabled people who can work enough to earn at least $1260/mo (which is $7.27 per hour if working 40hrs a week or $14.54 per hr if working 20hrs per week), are not disabled per SSA even if they think that it would be better for them not to work or their Dr says that they’d qualify for SSDI or SSI. You’ll find a lot of people frustrated that they don’t qualify even though they have legitimate, diagnosed conditions which definitely negatively impact their lives. But they don’t meet that program’s definiton of disabled. So they are frustrated that they cannot qualify even though they are legitimately disabled, when in fact they don’t meet the qualifications of that program. Not all people with any sort of disability qualify for any /all disability programs. And that can be very hard for people to understand, especially when they know that they legitimately are suffering.
