This is a growing problem, and it is great to be able to disseminate accurate information to help forestall the widespread fraud and abuse.First of all, please note that no letter is required of a mental health professional or physician for a service dog under federal law in the United States - at least to take it out in public. Neither is any certification, ID or vest required, which is why there is so much abuse of the system.That said, if a dog is being trained as a psychiatric service dog by an individual trainer or service dog training organization, they (the trainer or organization) may ask for documentation of mental disability in order to determine whether they will choose to provide services to the individual requesting the dog. Also, since a service dog is what is considered a "reasonable accommodation" under the ADA, a landlord or employer may request documentation of a need for the dog.There is another type of dog called an emotional support dog or animal (ESA) which has become very popular as well, and people very often confuse these dogs (or other animals) with service, aka assistance dogs. An emotional support animal is one which provides emotional support to an individual who has a mental disability.Emotional support animals, like service, aka assistance dogs are a "reasonable accommodation" under federal ADA law. Here's the difference though: a service/assistance dog is task-trained, whereas an emotional support animal is not. By task-trained, I mean the dog has been individually trained to perform specific tasks to mitigate the disability of the (human) partner for whom the dog has been trained.
