US consular officers get pretty good at being able to tell when a visa applicant is lying; we don’t necessarily know what the lie is, but know that it’s there so will refuse the applicant just on that principle. So it’s best to simply tell the truth frankly and openly. Many, many friends and lovers of US citizens acquire US tourist visas every day.True story here:While working the visa line in Paris, in about 1988, I refused a visa to a young man from (I think) Yugoslavia, a refugee in Paris with a girlfriend in the US, no home, no job, no family in France, no passport except for a French refugee travel document, and very good English. A textbook-perfect intending immigrant. When I refused him, he said, “Yes, I figured you’d say that and it’s okay. It’s just that I have a job lined up that won’t start until next month, she’s on a school break, and this is the perfect time to see her and meet her family. Thanks anyway.”Couldn’t get him out of my mind. I KNEW he was telling the truth. So the next day I asked one of the FSNs to find his application form, we called him, asked him to come back in, sent a cable to Washington asking permission to issue a visa (a procedural formality required because he had no valid passport), and sent him off with my best wishes.A month later who should come striding into the consular section but the young man himself, his US girlfriend with him, to show me that he had returned, she had decided to move to Paris to be with him, and my trust was not misplaced. No you don’t have to prove anything. The form you file with the DMV that issues your placard/plates has a doctors certification.I had a 6 month placard back when I had chemotherapy and some “concerned citizen” called the cops on me because I appeared to be walking fine. They couldn’t see the marks on my arms from my first cycle of chemotherapy, though I was using a cane for balance (I was about to start my second cycle so I was able to walk, though not long distances for sure). They somehow convinced law enforcement to show up. I came back out of the drug store I was in and the officer asked to see the registration card for the placard. California DMV issues this along with the placard, it has the number of the placard on it, the registered owner of same, etc. I was advised to keep it with me when using it. I showed it to him, he thanked me and proceeded to politely tell the citizen I was legally using it.The citizen of course screamed “He doesn’t LOOK DISABLED!” but the officer said that doesn’t matter, in order to get said placard I had to submit a written document signed by a medical doctor that indicated my condition, and the condition was approved by the DMV, and if they had any complaints, they should perhaps contact them, since they were the one that certified it.Before the citizen left, I told them if they’d like to see me go through my second cycle of Chemo, I’d be more than happy to give them the address so they could come see me. They left in a huff.The easiest way to know you don’t have to disclose this though is the fact there are laws about the handling of medical information. The only way this information can be disclosed is for you to give permission. If you have to give permission, then you don’t have to disclose it to Joe Schmoe citizen, unless you want to.My Dad had a perm one, and it was because of a liver transplant. He was questioned twice about his placard, though it never got to the point that someone convinced the police to show up. Both times he just lifted his shirt, exposing the peace symbol carved into his stomach/chest area (without the circle) from the surgery. The questions stopped mighty quick after that.If someone harasses you, and you know the placard is proper and in your name (or the person its for and that person is present because you’re transporting them), encourage them to call the police. Most of them back off at that point, because you wouldn’t say that if you were doing something shady.The bottom line is law enforcement is done by law enforcers, not security or anything else. When in doubt, demand credentials. If they don’t have any, tell them to find someone that does and to bug off.I’m happy to say that after that placard expired, I didn’t need another, and I’ve been in remission since, so I haven’t needed another. My Mom has one, and its the same way-placard with expiration date on it and a embossed number, and she carries the sheet that shows it belongs to her in her purse at all times. She’s never been questioned when I drive her, but you never know. Lots of people who wish they got into law enforcement types out there that find ways to try to enforce the laws themselves….
