For the purpose of evaluation and for all practical purposes I will club Orrisa with Bihar, Jharkhand, Madhya Pradesh, Chattisgarh, Uttar Pradesh and Rajasthan .Lets look at some of the largest companies and tax payers of India both in both public and private sector and location of their corporate HQ ( where tax is payed).(1) Coal India : Market Capitalization 2.11 TrillionProduction : Jharkhand , Chattisgarh , Orrisa , MPCorporate HQ : KolkataSo all the tax paid by Coal India goes in the account of West BengalAlso government of India forced Coal India to pay 30% of profit after tax as dividied to plug fiscal deficit .Government asks PSUs like Coal India to pay higher dividends - The Economic TimesSo in other words coal is being mined from these states and labour and environmental impect it's on producers while profits are being routed to development you see in your home state.(2) National Thermal Power Corporation : Corporate Office DelhiBiggest production centre (s) of NTPC:Signrouli ( MP ) , Talchar (Orrisa) , Rihand ( UP), Korba( Chattishgarh) , Bilaspur ( Chattisgarh ) , Dadri ( UP)So while everyone consumes power these states bear the pollution and provide manpower and all the taxes paid by NTPC is counted in Delhi.Needless to say again the high dividends paid by NTPC plug fiscal deficit which is again diverted to other states.(3) Steel IndustrySAIL: Corporate HQ DelhiTata Steel : Corporate HQ MumbaiJindal Steel : Corporate office Delhiand you can look up for all other big steel companies.Most of the Steel plants are in JH ,CG , OR , MP but the corporate HQ are elsewhereso same story repeats.(4) Cement : Most of the cement is produced in Rajasthan , MP , CG and JHHowever Ultratech, Shree Cement , Birla , JK all have corporate HQ elsewhere.So I have taken example of just four core Industries ( Power , Coal , Cement and Steel) but you can repeat with many more such as Aluminium ( Hindalco / Balco / Nalco) , Iron ore , Manganese , Agriculture ( Wheat - UP /MP , Soyabean - MP . Sugercane- UP , Mustard - MP/Raj).So the real story is other way round , A lot of states are living off the mineral and agriculture production power house of India which remains poor.The reason of this poverty is that from British times big cities were outside this belt ( Delhi , Bombay , Calcutta and Madras) and nothing much changed after independence.
