Agreements to carry out construction usually involve large sums of money. Deals with lots of zeroes are rarely done on a handshake. Construction contracts set out the pricing basis for the project and the payment schedule. This stops the builder increasing the price mid project, and commits the property owner to pay the agreed sum based on the defined milestones.Changes to the scope of works are very common in construction. Construction projects almost always have a few changes from the original proposed design. The agreement sets out a process for instructing for such changes to be done, and the basis on which they will be priced and how the possible knock-on effects will be dealt with, e.g. an extension to the time allowed for construction.The business of construction carries some inherent risks. The cost to the property owner of not having construction carried out successfully can also be large, e.g. lost rental or business income, or having to pay rent elsewhere. The cost of the construction materials and labour is high. If the builder is not paid regularly and on time, he may become insolvent and so the project cannot be completed.With all these considerations making up a complicated deal involving time, money and effort the construction contract has become a formalised and to some degree standardised agreement. There are common approaches to most of the facets of a construction contract, so that a property owner and builder can avoid lengthy negotiations by simply adopting these approaches, often in a standard form contract. If you are going to be in the construction game, it pays to understand the contracts you sign, and to manage the project in the way that is contemplated in the contract. If you don’t understand contracts you are guaranteed to lose money in the building industry.

Russian Railways is a huge, state-owned monopoly. They occupy a number of buildings in and around the Square of Three Railway Stations in Moscow.I’m pointing at the parking lot reserved for the Russian Railways officials. They spend lavishly on Land Rovers, Audis and Mercedes Benzes. Let’s see if they’re as generous when it comes to rails and sleepers.December 19th, 2011Vladimir Putin hammers a symbolic golden crutch into the sleeper of the 411-kilometre railway line Kuragino-Kyzyl to be constructed in Tuva, Siberia.The head of Tuva Sholban Kara-ool (right) says in the interview that the railway link will help reduce unemployment in the region.2012No work has been done because more than $1 billion allocated for the construction of the railway line has been spent on preparing the right documentation.2013Additonal $3 billion are allocated for the construction of the railway line, but no work commences.2014Tuva native, minister of defence Mr. Shoigu proposes to extend the railway line from Kuragino to Mongolia and from there, to China. No work commences for the next three years.2017Russian Railways and Tuva Energy Industry Corporation signs a cooperation agreement to complete the railway line by 2022, and $1.5 billion is allocated from the state budget.
