THX did initially require a recertification, every 5 years if memory serves, in order to continue displaying THX certified auditorium signage. But this lead to a butting of heads between suppliers and exhibitors. No supplier of cinema equipment wants to be known as difficult to deal with by a cinema chain or the "Sound Police"... this is a very small market and the exhibitors all know each other so reputation is everything. An enforced sound spec isn't something any manufacturer wants to do.With Dolby they now do an initial certification (especially for Atmos), but never return to check the equipment, because of the early demands on a higher quality initially makes the location and brand of higher value in the minds of people. And another thing to consider is that Dolby supplies the processor, but they are generally not responsible for the speakers, amps, wire runs, room acoustics, ect.... if you request to have them come out and do a complete tunning of your room you can get it, but it is pricey.You may ask what is the point of those signs saying they are Dolby or THX certified? By putting those in the mind of the public consciousness you have established a brand synonymous with excellence in audio which means you can make millions by licensing the name and slapping it on TV's, headphones, to Laptops, home stereos, ect....So who is responsible for the audio in theaters?Most cinemas did have techs, or contracted maintenance/ installation companies, for example I use to do audio tuning for a couple of chains on a bi annually to annual basis. But with the digital upgrades most cinemas think they can do everything from a remote computer network center.While there are still good technicians out there, theaters are eliminating their positions. I know several techs who had decades worth of skills and experience who are being put out of work only to be replaced by someone 20 years old with minimal training or skill and being paid less than 1/2 of what the skilled techs can afford, whose primary responsibility is to be the on hand warm body for someone over the phone and 1000 miles away, And they tend to focus only on computer networking issues. For example I once asked the tech noc center for a manufacturer to walk me through calibrating colors on a projector and no one in the noc center had ever done it and none of them even knew how.Most theater locations will make the effort to get their audio eq'ed and trouble shoot, but generally it has to get bad enough for several customers to complain... with enough complaints they will spring for a real tech to come in and not just a noc center's puppet.
