By definition, an anachronism is something that is out of place within a certain setting. When you are watching a movie or TV show anachronisms, tend to ruin the "suspension of disbelief" thing. A new organisation which should directly report under PMO and Defence Minister should be formed to accelerate such deals and eye potential customers for Indian hardware. The potential customers must be chosen by mapping the threat level , proximity to the nations it has allied with and a lot other factors. That means if we want to sell weapons to a nation like Bangladesh we have to check into the fact that Bangladesh is quite near to China and has been a traditional customer for its products.The level of bureaucracy should be decreased as this stretches up a deal manifold. More needs to be done like issuing of No Objection Certificates and relaxation of certain stringent rules like End User Certificate to simplify the deal and rid it off over-stretching.On top of that , India must focus a lot on R&D which I’m afraid to say is quite lacking due to shortage of funds. The lack of funds for R&D has marred many DPSUs in India. Many nations invest a lot in R&D but Indian contribution in this sector has been quite low which is just 0.8% of the GDP. If we fail to invest more on R&D , we cannot think of India becoming a leading defense exporter.Another need of hour , is establishment of coordination between DRDO/HAL and private players who have developed a lot of technologies and defence solutions. They can undertake joint ventures together and share their technology . Private Players have an obvious better understanding of customer needs which will come handy in formulating products for potential cutomers.The new “Strategy for Defense Exports”which is boosted by “Make in India” project has seen obvious success with Indian exports increasing manifold. India is currently eyeing upgradation programmes also in various nations like Myanmar and Vietnam. India is also localizing its defence market at present spreading its influence on nations like Vietnam , Myanmar , Afghanistan , Nepal , Mauritius , Sri Lanka and more.Many African nations have shown interest in Indian products particularly coastal fleets , interceptor crafts and Light Combat Helicopters. India has alos opened its various other weapons like Prahaar export variant ( Pragati ) , Astra BVRAAM , Varunastra Torpedoes and more. But before we put our cards , we must also see what our neighbors are offering. China , an obvious player in defence market has made aggressive strides in this field since last decade and has been offering cheap and very much reliable defence products without any restrictions levied upon it. This obviously will be hard to tackle for India whose most of the defence products are comparatively expensive and also carries restrictions like in the case of Tejas ( which uses an American engine ).At present we have Defence Exports Steering Committee (DESC) under the Chairmanship of Secretary, Department of Defence Production which is outlining the policy and procedural initiatives to be taken by the Government with SOP for issue of NOC for export to be simplified and streamlined and put in the public domain to make the process transparent and unambiguous.
