There is not a green card backlog of 800,000 applicants. The actual backlog is in excess of 3 million applicants. For some reason when people talk about this they tend to only talk about the 800,000 waiting for employment-based green cards and ignore the over two million who are waiting for family-based green cards.The reason for the backlog is simple: Congress mandated, in 1990, that not more than 675,000 people can get a green card a year (and, because of other provisions in that 1990 law, the effective limit is 421,000 per year). Even in 1990 this number was inadequate to cover the demand for green cards. And that number has not been changed since 1990.In 1990, the US population was 250 million, and the world population was 5.28 billion. Today, these numbers have grown to 329 million and 7.8 billion, respectively. If the annual immigration limits had been adjusted to keep pace with US population growth, that 675,000 would now be 888,000; if we kept pace with world population, it would be 1,000,000.Simply put, there are more people who want to come to the US, and who qualify to come to the US, applying each year than the US is willing to let in, and that leads to backlog.
