HOWEVER, what was blanket mailed was NOT ballots but APPLICATIONS FOR AN ABSENTEE BALLOT.I chose to request mine online which required me to:1 - go to the appropriate government website and find myself on the list of REGISTERED voters**Folks who had not previously registered to vote were provided with information as to how and where they could do that, along with deadlines2 - verify my mailing address (I happen to take my mail at the post office so it varies from my physical address)3 - request an absentee ballot be mailed to me4 - verify my identity by typing in my DL# (interestingly, when voting in person, in lieu of a photo id I can simply sign an affidavit assuring poll officials that I am who I say I am)5 - a few days later, my ballot arrivedAnd yes, as another commentator mentioned, returning the completed ballot involves TWO envelopes. In the first, I placed my completed ballot.
