PDF Editor FAQ

What caused the state of Illinois to have serious financial/budget problems in recent years?

Illinois as a state is the only state in the midwest losing population in the last several years. Why? Taxes etc. as they are already.Chicago and the surrounding counties are losing population. In recent years 50% of that population loss has been black. Why? Who wants to live in a shooting gallery? Despite some of the most restrictive gun laws in the country the murder rate is astronomical. Gangs. There are and have been attempts at reform. Illinois’ legislature is and has been in the iron grip of its’ Speaker, Michael Madigan. He has brought Daley style dictatorship to the whole state by having absolute control of the legislature and Illinois’ famous patronage system. Corruption. The property tax system in Cook county is now being revealed as systematically corrupt as well.Illinois general obligation bonds are now one notch above junk bonds. They will be downgraded around July 1 when the legislature fails to provide for state budget number three in a row. Mismanagement.Illinis has two surgeons who are ‘retired.’ Each one receives a pension from the State of over $432,000.00/yr. One of them, an orthopedic surgeon, is actually double dipping, having returned to work part time.Illinois Constitution has a clause guaranteeing no diminution to State pensions.Illinois revenue is falling by billions per year.Illinois has fewer jobs than before the Great Recession, still.Illinois backlog of bad debts, not regular debt, is $14BN. That’s more than 1/3 of Illinois’ expected annual revenue. Bad debt.Legislators get paid regular, (over $80,000/yr) for a part time job while vendors and social service agencies get stiffed, routinely. The Illinois Senate a few weeks ago was all messed up because nobody would sell them paper for having not been paid for previous orders.I don’t have confirmation of this but I’ve heard that a motorcycle dealership repossessed some State Police motorcycles from the State Police as a result of not having been paid for their sale.I could go on and on.Illinois, like Baltimore, is nearing the end result of Democratic Party and Michael Madigan style domination for generations.Sad but true. And these government officials think the solution is another tax increase.Maybe some of our legal financial folks like A. Weill could explain to me and us what’s going to happen when Illinois defaults on its bonds without the ability to claim bankruptcy. There goes that pesky Constitution.Illinois’ government is for itself, individually and collectively, not for the people. The collective takes care of itself, only.I’d really like to not be around when this all comes to a conclusion.(Don’t even get me started on Illinois’ Medicaid as a ‘payor’. They’ve been stiffing the docs for at least as many years as I’ve been here. That’s a whole ‘nother rant. Oh that’s right, they’re not Illinois Medicaid, they’re now Illinois Department of Healthcare for Families and Children.)

How can I apply for Illinois Medicaid program?

To apply for Medicaid there is an on-line application that must be filled out and submitted. To be approved you must meet income guidelines. If you are applying for yourself only you must be in the process of filing a disability claim, already be disabled and receiving Supplemental Security Income (SSI), or be pregnant. I hope this helps. If you are employed you will need to provide your last 30 days of paystubs and you will also need to prove U. S. citizenship. If you qualify you will also need to tell them how much rent you pay and what utilities you are responsible for. If you are pregnant you will be expected to cooperate with Child Support Enforcement so they can get the father to help pay for his child.

How long does it take Medicaid to pay for stuff?

A clean claim will pay within a month. However, it also depends on how payments are set up within the state. In Ohio, providers are issued weekly payments for claims submitted 30 days prior.I worked for a billing company where I handled the Indiana and Illinois providers and Indiana had a similar payment schedule as Ohio. Illinois Medicaid, you only got payments when the state had the funds available. It could be six months before a provider was paid for their claims.
