What's his motive behind that?Under DoD Manual 1145.02, MILITARY ENTRANCE PROCESSING STATION (MEPS), dated 23 July 2018, the MEPS will administer “special testing” based on the Service request, i.e., the applicant’s Service asks MEPS to give the test, and MEPS uses their Testing Control Officer to do so. See par. 4-4b(7):[1](7) English Comprehension Level Test, also known as ECLT.The Army recruiting regulation, USAREC Reg 601-210, dated 20 July 2018, in paragraph K-4.d, requires that any Army applicant with English as a second language (ESL), who has resided in the US for less than one year, must take the ECLT before finalizing enlistments.[2] The ECLT testing is done at the MEPS supporting that Army recruiter.K-4. Procedures for Applicants Requiring ESL TrainingUS Army English Language Comprehension, REQUEST Option 06:a. This is a 4-year enlistment.b.
