Why will my recruiter call me after I rejected a MOS saying "I just realized you are less than a year in the country so you have to take the ECLT, if not I can’t enlist you"? What's his motive behind that?Under DoD Manual 1145.02, MILITARY ENTRANCE PROCESSING STATION (MEPS), dated 23 July 2018, the MEPS will administer “special testing” based on the Service request, i.e., the applicant’s Service asks MEPS to give the test, and MEPS uses their Testing Control Officer to do so. See par. 4-4b(7):[1](7) English Comprehension Level Test, also known as ECLT.The Army recruiting regulation, USAREC Reg 601-210, dated 20 July 2018, in paragraph K-4.d, requires that any Army applicant with English as a second language (ESL), who has resided in the US for less than one year, must take the ECLT before finalizing enlistments.[2] The ECLT testing is done at the MEPS supporting that Army recruiter.K-4. Procedures for Applicants Requiring ESL TrainingUS Army English Language Comprehension, REQUEST Option 06:a. This is a 4-year enlistment.b. Applicant must attain an AFQT score of 31 or higher on the ASVAB.c. ECLT/ALCPT score of 40-74.d. Applicant can enlist in any MOS in which they are qualified and a vacancy exits. All NPS applicants who speak English as a second language (anyone whose records indicate he or she is not a native speaker of English and has resided in the US for less than one (1) year) or demonstrate difficulty understanding or speaking English will take the English Comprehension Language Test (ECLT) prior to recruiters making an enlistment reservation. This includes if the applicant has failed the last ECLT of record, regardless of time resided in the US.e. If the ECLT score is 75 or above, ESL training is not required. Applicant scoring below 75 must conduct ESL training prior to BCT IAW Table K-1. If enlisting for 09L, the ECLT score must be 80 or higher.(Bold, italics added for emphasis, not in original.)Summary: your recruiter overlooked something earlier when talking to you about MOS options and the initial recruiting discussions. You are (apparently) not a native English speaker, and have not lived in the US for 1 year, and thus by Army Regulations you must take the ECLT.If you score above 75 on the ECLT, you require no remedial ESL training, which the Army will give as part of the enlistment to those who score below 75 on the ECLT.Those soldiers who enlist and require remedial ESL, will receive that during their initial entry level training sequence, according to the USAREC Reg 601–210, par. K-4.g., at Lackland Air Force Base in San Antonio, TX.
