I have been awarded the MEXT 2019 Embassy Recommended Scholarship for Research Students.The timeline of events that follow a typical MEXT Research scholarship evaluation period in India is given below:1.Pre-application screening (mid-May). The embassy invites applicants to submit academic documents based on which a certain number of candidates are called for the written test at the embassy.2. Written test and interview (end of June). The written test comprises of questions from basic English grammar. A separate Japanese language written test is also conducted but that is only to gauge the level of Japanese of the potential applicant and whether they would need any Japanese language instruction once they arrive in Japan. Only the marks obtained in the English exam are considered.3. Interview (conducted on the same day as the written exam). The applicants who pass the written test are interviewed.4. Result of the First Screening (first week of July). Successful candidates are required to obtain a letter of admission/acceptance from at least 1 Japanese university (maximum being 3) and submit it to the embassy. The time period allotted by the embassy to the students to obtain admission letters is usually around 2 months.5. Second screening (result declared in early January). After submitting the letter(s) of admission to the embassy the candidates wait for almost 4 months for the final official results. This result officially declares that the applicant has received the scholarship and is placed at the specific university of their choice.The whole process takes almost a year to complete.So to answer your question: MEXT scholarship candidates should apply to Japanese universities after writing and passing the examination and interview conducted at the embassy and before the declaration of the final second screening results.

In fact abroad scholarships are very rare, much more difficult to get than the “study abroad consultants” would have you believe.Better for you to finish your degree and then go forward. At least you will have a degree and it’s within your grasp right now. You may never get a scholarship.
