This 15% unallocated power is at the disposal of Government of India.In this case, this unallocated power produced by NTPC (15%) will be distributed between the two states based on actual energy consumption in the respective regions in the last five years, which stands at 47.83% in AP and 52.17% in Telangana. The rationale being cited is Telangana government will have to supply power for the common capital, Hyderabad- which consumes a lions share.

Most of the states in India are now self sustained in power generation . The telangana govt. Not honoured the power purchase agreement s with thermal stations in A.P. that were allotted a share of 58% of power to the state. Telangana Transco failed to pay power bills to the tune of 5000 to 6000 CR to the APGENCO. the financial condition of apgenco is worst post this issue.The telangana state doesn't have any renewable energy generation plants where as the APTRANSCO is now supplying more than 3500MW of solar and wind generation to grid with additional 4000MW under construction.They are peak in publicity and normal in performance.Hope u understood the concept.
