There is no such thing.Here are all the things the Constitution says about Impeachment in order:Article I, Section 2, Clause 5:The House of Representatives ... shall have the sole Power of Impeachment.Article I, Section 3, Clauses 6 and 7:The Senate shall have the sole Power to try all Impeachments. When sitting for that Purpose, they shall be on Oath or Affirmation. When the President of the United States is tried, the Chief Justice shall preside: And no Person shall be convicted without the Concurrence of two-thirds of the Members present.Judgment in Cases of Impeachment shall not extend further than to removal from Office, and disqualification to hold and enjoy any Office of honor, Trust or Profit under the United States; but the Party convicted shall nevertheless be liable and subject to Indictment, Trial, Judgment and Punishment, according to Law.Article II, Section 2:[The President] ... shall have power to grant reprieves and pardons for offenses against the United States, except in cases of impeachment.Article II, Section 4 provides:The President, Vice President and all civil Officers of the United States, shall be removed from Office on Impeachment for, and Conviction of, Treason, Bribery, or other high Crimes and Misdemeanors.Do you see? There is nothing there that says anything about the House being required to send the Senate Articles of Impeachment they’ve passed or any timeline on sending those Articles.Articles of Impeachment are in effect a House Resolution, in this case, H.Res.755. Now what you normally do when a bill passes in the House is have it certified by the Clerk so that it is properly engrossed, send it to the Secretary's office so a bill clerk can make proper entries in their records, and the data retrieval system. Then the Bill Clerk turns it over to the enrolling clerk who enters it into his records, sends it to the Government Printing Office, where it’s printed on special paper, the printed act is checked over and attested by the secretary as having passed, then it’s ‘messaged’ over to the Senate by one of the clerks so that it can be considered there.There is nothing that says you have to do that on any given timeline. A bill is normally sent right away, because when you’ve passed a bill in the house you would normally want the Senate to get to work on passing it so that it can be sent to the President for signature and become law. Obviously there are differences with Impeachment, it’s not a normal bill, but in effect, the process is the same. The House Passes it and sends it to the Senate. There is a process that both chambers follow when sending bills to the other, but nowhere in that process is there a stated timeline. “This must (or even should) be done in ‘x’ amount of time.So yes. The House can delay sending the articles over to the Senate likely for as long as they want to. And there’s probably nothing the Senate can do but whine about it.
