They conducted a national survey from June 2013 to April 2014, covering all 17 regions of the country, 79 provinces, 45,047 households and 172,323 individuals.On page three of the report, it says that “The average height of adult Filipinos 20 yrs and older is 163 cm for males and 151.4 cm for females, while the average weight for males is 61.3 kgs and for females is 54.3 kgs.”In terms of which region has the tallest population, Central Luzon seems to have the tallest men and women with an average height of 164.6 cm and 152.8 cm, respectively (see pg. 40 of the PDF file under the subheading: “Mean Height and Weight of adults 20 yrs old and above by region: Philippines, 2013”).In terms of the region with the shortest population, Eastern Visayas seems to have the shortest with an average height of only 161.3 cm for males and 150.1 cm for females.So your hypothesis regarding the relationship between height and environmental factors might be partially correct. If you look at the data, you can see very little difference in terms of height between regions. I don’t think the rest of the state sees enough upside to get rid of the political opposite side of the spectrum, portion of the state. It would dilute their own power, and increase the power of their opponent.So realistically I see Puerto Rico as the best option for a 51st state. But it has hurdles of its own. Puerto Rico has 3 options that have historically drawn relatively equal support; Status quo, statehood and complete independence. Then congress would have to approve statehood. But I think that is the best bet for a 51st state.
