Barack Obama was a very charismatic president, but was he effective in improving lives for black Americans?

Obama’s record. It may not overwhelming assisted every Black American, but was he supposed to? He wasn’t the president of Black America. He was the president of the United States. I truly believe he did his job to the greatest extent possible, within the 8 years he had, with the Congress and Supreme Court he had.
