If the U.S. military could equip every rifle with a suppressor, should they?

tl:dr - Yes we should, for many billion reasons! This is actually a pretty simple question to answer, but we'll make some assumptions along the way.To begin, we're going to assume that any future conflict will be fought in a similar fashion to the war in Iraq. That is to say, a hybrid conventional-COIN style conflict. As a result, you will have a greater percentage of troops in a combatant role, as opposed to a support role. For contrast, something like 10-15% of all troops in the US Armed Forces are combat jobs, with the remaining falling under a support, administrative or headquarters function.Approximately 2.5 million troops have served in Iraq or Afghanistan since September 11th, 2001.About 1 million troops, as of 2013, have filed a claim with the VA, with an estimated 10,000 claims filed per month. So, getting to 2015, lets assume the number of claims filed is about 1.25 million to date and no more claims are being / will be filed.Hearing loss is a very common injury. It's common even in peacetime. In my MOS, 1833, as a result of working on an Amphibious Assault Vehicle (AAV), I suffered a bit of hearing damage, between the engine and the M2 and Mk19 weapons systems. As well as assorted machine guns (249, M240) and utilizing the M4 for many years. Basically, my earballs kind of suck.*This is an AAVP7A1. They are very loud*The VA rates hearing loss and tinnitus at a disability of anywhere from 10% (tinnitus) to 20% (hearing loss) depending on the severity of the hearing loss. However, due to variation in hearing loss rates, we will just assume, for simplicity's sake that hearing loss rates a 10% disability as well. The going rate for a 10% disability without dependents is $1598.04 per year, every year, until the service member has passed away.Of the 1.25 million disability claims filed with the VA among GWOT veterans, 523,789 are a result of either tinnitus or hearing loss, per VA claim data.Continuing on the assumption train, lets say the 523,789 troops have an average age about 25, to control for the slight variation of age of folks rotating out of the military.Average life expectancy for an American is 78 years. So our disabled service member will collect an annual payment of $1598.04 for 53 years. Without factoring in interest, that is $84,696.12 over a lifetime, for a single, 10% hearing loss disabled recipient. But we dont have just one, we have 523,789.523,789 X $84,696.12 is $44,362,895,998.68 over 53 years, or $837,035,773.56 per year.Again, keep in mind, this is just for hearing loss. It's pretty expensive. Now let's see how much it costs to buy silencers for M4's and M16's.A single silencer from Knight's Armament costs about $1300. However, since we're buying in bulk, lets say the government gets a discount, and each silencer only runs $1,000.There are about, between the Active and Reserve components of DoD, approximately 2.4 million service members. Lets say every single one gets a rifle. Keep in mind, however, that not every single member sees combat.2.4 million rifles, with a silencer for each weapon, would garner an upfront cost of 2.4 billion dollars. The manufacturer states that, with regular maintenance, a rifle suppressor will last a lifetime. Lets be conservative and say we have to replace the silencers every 10 years. The cost of buying silencers for an (assumed) 2.4 million M16/M4 series rifles over the timeline of a service members disability is 2.4 billion dollars every 10 years, for 53 years. 53/10 = 5.3, which multiplied by 2.4 billion is $12,720,000,000 or 12.72 billion dollars over 53 years.12.72 billion versus 44.4 billion over 53 years. This doesnt take into effect interest or quality of life, as well as secondary costs such as the cost of hearing aids, for example. When you factor those variables, the cost would inevitably rise. However, given that a extremely conservative estimate shows a cost savings in the 10's of billions, it seems fairly self evident that all rifles should come equipped with a silencer to stem the loss of hearing among service members in the US Armed Forces.Edit/Note: Hat Tip to Carter Moore for directing me to more detailed and accurate VA Claims data.

What are some great activities to do in Montreal?

As far as I know, Montreal hasn’t officially been declared the “Festival Capital Of The World” but for a town that sits half-way between the equator and the North Pole, it’s a pretty happening place:The Montreal International Jazz Festival is generally regarded as the planet’s foremost such activity, despite Montreux (notice that MONTREal and MONTREux share the same first six letters!) being longer established and perhaps more familiar sounding to most. Even the richest fans, capable of buying their way into the most select venues, still don’t have the time to take it all in, such is the variety and quality of acts available during its holding every summer. The unofficial start of “Festival Season” is considered to be the annual, early June arrival of the Formula 1 Circus to town. Held on an artificial island within stone’s throw (almost) of downtown Montreal, the internationally broadcast race is one of the participants’ favourite stops on the prestige calendar’s schedule, racers typically arriving earlier than they do at other venues (on the Monday as opposed to Thursday as they do in many other cases) to bask in the atmosphere and “joie-de-vivre” of the city as it enthusiastically gears up for the Sunday race, with many race-related activities scheduled around town.Like it or not, American culture has a profound effect on the world, and much of that influence comes from American television. “Friends” was seen in every English-speaking country on Earth, and was translated into the languages of most countries that don’t. Many American sitcoms have recruited eventual lead and supporting actors from the Just For Laughs festival. The annual event (held in summer, of course) draws comedic talent from all over the world, and has also been the launching pad for acts that have gone on to international fame and fortune. The Montreal Fringe Festival might not quite rival the Edinburgh version, but the unique flavour of Montreal’s, being a bi-cultural event by virtue of the Anglo-Franco history of the province, is considered by many to be a uniquely “Quebecois” variant.Quebec is the point-of-origin of what has become an international culinary phenomenon: Poutine. (pronounced “poots-INN) That gooey, calorie and fat laden delicacy originated in this province, and many a purist will insist that you haven’t tasted “the real thing” until you’ve eaten “poots-INN in Quebec, though it’s not strictly a Montreal thing. What?! Never had a bowl of fries smothered in genuine, home-grown cheese curds and brown gravy? “Brother, you haven’t LIVED!”The other festivals, while imminently fascinating, might not have acquired the same levels of international recognition or interest, but nevertheless add to the special, unique character of Montreal that makes it a very special place to spend time in, not only during summer festival season, but year round. (OK, winter can be rather drab and dreary as far as the weather goes, but indoor activities at world-renowned venues, not the least of which is the Bell Centre, not only home to the most revered ice hockey club in the world but also North America’s 2nd most busy concert venue [after only Madison Square Garden in NYC] make it a year-round hub of artistic activity.) Every major act in Rock, Pop, Hip-Hop or whatever has performed there. It’s Celine Dion’s “home town” concert, usually booking multiple nights when she’s here, and, of course, selling out within minutes. Here’s a short, and completely inadequate, list of events that make Montreal one of the world’s most “happening” places.MUTEK (June 1-5) Over 150 multi-sensory events and adventures are scheduled at this year’s world-renowned MUTEK festival. For five days, MUTEK will again be promoting artists and innovators at the forefront of electronic music, digital creativity, technology and live performance.Festival TransAmériques (FTA) (May 26 to June 8) The Festival TransAmériques (FTA) celebrates new works in contemporary dance and theatre. Showcasing both established and emerging artists, choreographers, writers and directors, this tenth edition of the FTA also aims to foster dialogue through a stimulating range of workshops, debates and roundtable discussions.Chromatic (May 19-22) Chromatic is a celebration of Montréal imagination situated in the Old Port’s historic Hangar 16. The program features an eclectic range of arts – visual, digital, performance, interactive and more –at events including concerts, exhibitions, screenings, workshops, parties and activities for all ages. Both Montréal and Toronto talents will be teaming up for this seventh edition.Elektra (June 1-5) Elektra is a yearly digital arts festival showcasing new creations in electronic music, video, cinema, performance, design, gaming and interactive installation in combination with the innovative use of new technology, especially digital technologies.Montreal Folk Festival on the Canal (June 15-19) When the Montreal Folk Festival on the Canal was born in 2008, it was a one-day event that drew 500 folk faithful. The event was such a hit – it’s picturesque park placement along Montréal’s historic Lachine Canal didn’t hurt any – that it now draws close to 10,000 for five days of folk, roots and bluegrass featuring both emerging artists and folk royalty.Mural Festival (June 9-19) Eye-catching doesn’t even begin to describe the work this celebration of urban art and graffiti produces each year. For its fourth year, the Mural Festival has invited 20 artists to create large-scale art on the sides of many Plateau Mont-Royal buildings. Block parties, film screenings, installations and other performance and festive events are also part of the fun.Les Francofolies de Montréal (June 9-18) Les Francos celebrate the diversity and quality of musical offerings from the international Francophonie. At an average of 70 indoor shows and 180 free outdoor shows, the wide world of French pop, rock, blues, jazz, world music and more can be yours.L’International des Feux Loto-Québec (July 2-30) World-class pyrotechnicians representing their respective countries are invited to participate in this competition. The best spot to watch thefireworks is from the grandstands at La Ronde. You’ll see them take off from Lac des Dauphins and illuminate the night sky.MONTRÉAL COMPLÈTEMENT CiRQUE (July 7-17) Montréal will be showing off at major, multidisciplinary circus arts festival COMPLÈTEMENT CiRQUE. The 11-day indoor/outdoor fest unites Montréal’s key circus companies as they highlight world-class local talent alongside ground breaking international guests.Festival International Nuits D’Afrique (July 12-24) Montréal’s much-loved Nuits D’Afrique world music festival brings the best of African and African-influenced music from some of the biggest names in the game at numerous indoor and free outdoor shows. Past performers have included Youssou N’Dour, Angelique Kidjo, Omar Sosa and Papa Wemba.(Image unobtainable) Fantasia International Film Festival (July 14 to August 2) Premiere magazine called it “one of the most exciting genre film festivals in the world,” and the approximately 125,000 festival goers who attend Fantasia’s 150-plus films every year would be among the first to agree. Underground, international and retro films in the realms of horror, fantasy, sci-fi and much more are on offer as well as numerous associated conferences and industry/social functions.Osheaga Music and Arts Festival (July 29-31) Osheaga is a truly exceptional, world-class outdoor music and arts experience that takes place in picturesque Parc Jean-Drapeau on Ile Ste-Hélène across from Montréal’s Old Port. This year’s 11th edition will again deliver the best in rock, pop, indie music and more. This year’s headliners include the Red Hot Chili Peppers, Lana Del Ray and Radiohead.Heavy Montréal (August 5-7) Heavy Montréal is unconditional in its love of heavy music: death metal, hair metal, black metal, hard rock and hardcore all enjoy equal attention. And this year’slineup is (head)banging with the likes of Five Finger Death Punch, Disturbed, Nightwish and Volbeat, to name a few, also at Parc Jean-Drapeau.ÎleSoniq (August 5-6) And a completely different kind of Parc life will spring into action for the third edition of wildly popular electronic dance and urban music festival ÎleSoniq, which brings out 40,000 beat-happy partiers. Spectacular, state-of-the-art special effects will overload your circuits to the sounds of headliners Zedd and Skrillex, plus many, many more.Fashion and Design Festival (August 15-20) This major outdoor event at Quartier des Spectacles, in the heart of downtown Montreal, presenting 50 shows, as much as 300 participants and 550,000 visitors expected. This one-of-a-kind occasion provides an inside look at the world of fashion and design through activities like fashion shows, live creative sessions, film screenings, tons of conferences, design showcases and musical performances. There’s also a Montreal Blues Festival, Home - FestiBlues International de Montréal - Dixneuvième édition, if that’s your ”thang.”..and believe it or not, there’s plenty more. For visitors spending more than cursory time here, there are many other activities outside, but within easy reach, of Montreal that bring people from everywhere. The world renowned Montreal Symphony Orchestra (MSO), led by international musical conductor superstar Kent Nagano, play several informal concerts all over the province each summer, and if you’re here in winter, you can grab a concert at the newly constructed “Maison Symphonique.” that has been recognised as one of the world’s better acoustic environments for organic sound reproduction. I saw “Star Trek” the symphonic, London originated concert there and I can attest that the venue is phenomenal.I’ve personally attended international beer festivals, cheese festivals and many other culinary events that have contributed (negatively) to my waist line. (Burp!)So what are you waiting for? Get your ass on a plane, train or automobile and come! Enjoy being a temporary Montrealer, and live a little! (But probably a LOT!)
