Before coming to whether Arvind Kejriwal can prove the “EVM Scam” or not, let’s talk about the various stages of EVM manufacturing where EVMs are most prone to manipulation.Stage 1 - When EVMs are physically manufactured : At this stage, various components (both electronic as well as physical) are assembled together to give shape to a device called EVM. Almost all the EVMs which are in use as of today, are manufactured in 00’s and it’s almost farcical to expect that some sort of manipulation would have taken place at this stage. The reason is, at that point of time, no one would be aware (not even political parties) that which candidate will be contesting from which constituency, how many candidates will be filing their nomination from a particular constituency etc.Stage 2 - When name of the candidate and symbols are feed : Upon the behest of EC, EVMs now get transported into the areas where elections are going to be held. At this stage, details like candidate name, party symbol etc get placed into the EVMs. Now, these details can not be entered into the machines until the nomination process is over because the exact number of candidates will be surfaced only when the entire nomination process is over. So no manipulation can be done even at this stage. For an instance lets assume EVMs were manipulated in such a way that it will transfer majority of votes to BJP. But in between, the candidature of BJP candidate gets cancelled by EC due to some mistakes in his nomination form or BJP itself calls off its candidate. In that event, the entire election process will become a joke if EVMs record vote for a non-existent candidate. So no one will take the risk of manipulating the EVMs at this stage.Stage 3 - Election : The duration between the day when nomination process ends to the day when actual election takes place, can be considered as the most ideal duration for EVM tampering. Because this is the time when EVMs will be having all the details e.g. candidate name, serial number , party symbols etc placed within them. But what are the possible ways to tamper the EVM? As EC had clarified earlier, EVMs are not connected to any external device nor are they connected to any network. Each EVM machine acts as an standalone device ,so if someone is going to change the settings, they will have to do it in every single EVM individually. Now, in a single constituency, more than 1000 EVM machines (and these are just estimates, numbers could vary) are used in the election process. So for a state like UP (which has more than 400 constituencies) , approx 5,00,000 EVMs will be operational during the entire election process. And the entire election process gets over in a month or two, so is it really possible to tamper around 5,00,000 machines in a span of just 50–60 days? If yes, then there must be hundred or thousand of individuals deployed by EC for this purpose. So if manipulation is going on at such a mass level (as so many individuals are involved) , that too, during the election month, don’t you think such manipulation will be surfaced within no time?Stage 4 - Counting : Once the elections are over, officials from EC (generally the district authorities) call upon the representatives of each political party/candidate and seal the EVMs within an area called “Strong Room” in their presence. On the day of counting, that strong room is opened, again in the presence of the same representatives. So if there is any tempering with the seal or something else, representatives of the political parties can identify that on the spot. Can’t they? Moreover, parties like AAP deploy their own volunteers outside the strong room to keep an eye on the EVMs (as they did it in recently conducted Punjab elections) because they think district officials can manipulate the EVMs. So if any attempt is made to rig the EVMs, do you think it will go unnoticed by these volunteers cum spies?Fact of the matter is, it’s extremely difficult (if not impossible) to tamper with the EVMs. Now-a-days it has become a fashion to blame the EVMs instead of gracefully accepting one’s defeat. Mayawati and Akhilesh did the same in UP and now AK is doing it in Punjab and Goa. I personally feel that EC should held a workshop and challenge the people to prove their point. The debate around this so called ‘Scam’ will come to an end only then.
