He came back with money and directly visited bank to deposit it. To his surprise, he saw Rs 180 Interest amount also credited.It was May 2015, Once again people from bank visited Bimal’s House, He was little comfortable this time. People who came to deliver asked me – Not to use Fossil fuels. No smoke will be now in our house. He was relieved.It was May 2016, hot Summer, Bimal was sitting outside his hut and to his surprise, He saw that team of 20-30 people are working hard to give electricity to every house. Bimal happily went towards them and ask – Will we get Electricity? One of Personal said – Yes, Within 2 Days. By the end of 2nd day, Bimal’s house gets illuminated and rotating fan giving them air of joy.It was evening of 8 Nov, Bimal was listening Radio as PM was about to address Nation. He was hoping good news. To his surprise, PM announced Demonetisation of Rs 1000 and Rs 500. Bimal was shocked – How he can do this ? He calmly deposited it and comes back to home.It was 31 Dec, 2016 PM again came back and announced PM Awas Yojana officially and Rs 6000 for Pregnant women. He remember now Why Mukhiya asked for his registration. On 2nd January 2017, He visited Mukhiya and asked – What is the status of that house registration? Mukhiya said – Work is in Progress. Right now it’s Election time in UP and so everything is stopped, It might be done post election.Bimal came back with a pledge that this time In UP, they will vote BJP. 11th March 2017, was the day, Bimal was happy that BJP won UP Election. Now he was hopeful for more benefits. It was May 2017 and CM Yogi Adityanath announced – Waive Off Loans Of Small Farmers. Bimal jumped in joy that his debt of Rs 40,000 which was now Rs 52,000 because of Interest will be now waived off. Procurement of harvest by state increased sharply and they were paid well as MSP had been increased by Rs 400 per quintal. Bimal was just not believing how his life is changing.In July 2017, Many Doctors were on visit, Bimal asked them Why are you here? One of them replied – We are here for immunisation work under Mission Indradhanush. Bimal brought his daughter and completed all Tika Karan Process. It was without cost. Doctors also advised them – Keep Environment clean and use public toilets constructed under Swachh Bharat. Bimal promised – Yes, We will live well and clean now.It was December 2017, Bimal completes his dream run as he gets his own house from Government. Farmers are protesting against the Ordinances which was introduced by the Government earlier this year-The Ordinances were-The Farmers Produce Trade and Commerce (Promotion and Facilitation) Ordinance, 2020The Farmers (Empowerment and Protection) Agreement on Price Assurance and Farm Services Ordinance, 2020The Essential Commodities (Amendment) Ordinance, 2020So, let’s discuss what are the reasons for which farmers are protesting along with the answer-(1) Why will farmers protest when 2.5 times food grains have been brought at 4 times the prices by BJP government ?(2) When MSP has been increasing at a far greater rate in BJP rule then in Congress rule, then why will farmers protest?Even if farmers are not happy with MSP prices, why will they protest when a new option is being provided to them? Contract farming(3) A farmer doesn’t have power to fight against large corporates.Individual farmer doesn’t have much power but 1000s of farmers do have. Do you think large corporates will contract with single farmers? Obviously not, they will contract with 1000s of farmers.Farmer Suicides have reduced(15000 average in 10 years to 10000 in 5 year). Why? Because either the government is providing them them good prices or farmers are very powerful to sustain his debt.[Farmer suicides lowest in India since the year 1995, says NCRB data](4) The concept of MSP is not found in any law, ie, the Act of Parliament, even though it has been around for decades. So, can you specify how can a government include MSP in the act?(5) What if farmers are oppressed by low prices after some time?Already the government has said if any problem occurs they will interfere. It is clearly written in the bill if any contractor is found guilty, it will be punished with heavy fines.It is also written if any traders doesn’t give money or crops at low price, then the farmer can report to magistrate for the matter. And this is not false, this is happening. Example-In a first, farmer sues traders under new law, gets dues(6) Why only Punjab and Haryana farmers are protesting?Punjab and Haryana is the state that uses APMC the most. According to government, over 90% of farmers in Haryana and Punjab sell their crops to government. So, I think they have been misled by someone(political party) that APMC markets will be snatched from them.(7) Why we only talk about Punjab and Haryana Farmers?Why not Maharashtrian Farmers who are very happy with the law who wanted MSP out? It is something that the govt has done till date to help the farmers. Now, the farmer associations are demanding that MSP should be mentioned in the new farm laws. This implies that MSP has to be codified in the legal framework of the country and will carry the threat of penal provisions if a buyer buys below MSP.This, in fact, will have negative repercussions on the farmers themselves! For instance, if MSP of maize is 1800 and the market price is 1500, no trader will even make an offer due to the threat of the penal provisions! This means that no farmer will be able to sell even if he wants to sell below MSP! So, what will they do with their harvest?Ideally, MSP is supposed to help the farmers but, in the real world, that’s not how things function! The best solution would be to form farmer associations so that the farmers can bargain with the traders from a position of strength and extract the best price for their produce. Thus, the traders won’t be able to exploit those farmers with small land holdings. But, all of this is possible only if trading can occur outside the mandis too and the new farm laws enable this!The existing farmer associations obviously have a strong support base and have exhibited their strength on the roads and highways. So, government need someone to have a higher procurement capacity which APMC isn’t able to provide. This procurement will not benefit the country as this is increasing the deficit of government as the government can either store or sell the procured produce- in international market.But why doesn’t it?Because it lead to loss. As the the the Europe and Americas buy-sell within themselves while the cost in Africa is very low.Also, the MSP in international market of wheat is just 1100 Rs. while in India, it is 1975 Rs.TGG- It is in hands of of state for taxing the corporates, why not centre as before?(Also include the reason for not including MSP)A- Because every crop in every state has different quality every year.Let’s take 2 example- Reason for MSP- If a trader only has 10000 Rs in hand and a farmer has 6.5 Quintals of Wheat. Now, the trader can buy only 5 Quintals of Wheat. As well as there is some tax. Lets say 5%, this increases price to 2100 which means trader can buy only 4.7 Quintals of wheat can be sold and the rest will be wasted.Now, Reason for Tax- If 2 farmers grow wheat(6 Quintals) in Rajasthan and Punjab. If the wheat of Punjab has more moisture when compared to Rajasthan. That means trader need more money for processing the wheat of Punjab.Lets say again trader had only 10k Rs. It took him 1000 Rs. for processing.So, now he has only 9k. So, if the MSP is fixed to 2000(+5%=2100), he can buy only 4.28 Quintals of wheat. So, 1.7 Quintals wasted.While, in Rajasthan, the trader bought 4.7 Quintal of Rice. But Punjab farmer bought 0.5 Quintals of Rice less.So, what will farmers of Punjab do. They will ask the government to reduce the taxes, so that their produce can be sold. But will the government reduce the taxes of whole India. Will this be fair for farmer of Rajasthan?So, that proves it is better to give the control of taxes in hands of State government rather than Centre.So, even the the MSP and taxes(in hands of Centre) is resulting in the waste of produce and much more loss for farmers.Yesterday, Arvind Kejriwal said he rejected the the 3 farm bills.First of all, he(similar to Congress) had promised to bring/pass these farm bill in AAP Punjab Manifesto.Government to AAP and Congress-Tuada Farm Bill, Farm BillSadda Farm Bill, Black Bill.So, let me make it clear that the farm bill have been introduced under concurrent list.Whenever there is a disagreement between Centre and State, the Centre’s order or law is given more priority.
